105.2 On page 21 of the English version, paragraph 56 of Commission III’s report deals with the
transdisciplinary project “Towards a culture of peace”. Paragraph 21 of Commission IV’s report, on page 11 of
document 30 C/64, deals with the same subject but subparagraph (a)(i) of the draft resolution has an additional
sentence at the end, after “United Nations Year of Dialogue among Civilizations (2001)”, which reads “and in
particular countries which have recently become independent”. After that the text is the same until we come to
subparagraph (a)(iv) in Commission IV’s draft resolution which reads “UNESCO will take action to promote
activities as regards the year 2001 as the United Nations Year of Dialogue among Civilizations and will identify
key partners, design the strategy, develop a plan of action and mobilize the needed financial resources”. My
proposal, Madam President, is to include just that one sentence at the end of subparagraph (i) and the new
subparagraph (iv) which I have just read out in Commission III’s report. Thank you.
106. The PRESIDENT:
I believe that with the consent of the Chairperson of the Commission your proposal can be
accommodated in editing the report and that it can be harmonized as suggested. May I ask the Secretariat of the
General Conference whether this can be done. Yes, it can be done. I now give the floor to the representative of
Germany.
107. Mr SCHÖFTHALER (Germany):
Thank you, Madam President. Could the Secretary kindly repeat the amendment and indicate the place
where it should fit in?
108. The PRESIDENT:
I understand that it is not exactly an amendment, but it is a question of harmonizing two texts which are
almost the same, but not quite, and should be in harmony - if I understand Barbados correctly. I give the floor to
representative of Germany.
109.1 Mr SCHÖFTHALER (Germany):
Madam President, the joint meeting of the Commissions this afternoon addressed the issue of
harmonizing the two texts and there was consensus in the meeting that only the amendments made in
Commission III should be proposed for adoption. No other texts. So I do not understand whether we are going to
adopt a different text or the text as it was amended in Commission III.
109.2 Now I have just been informed that the purpose of Barbados’ intervention is to harmonize the language
in the reports of Commission III and Commission IV. I do not have any objection to raise, but I think it must be
made clear to every delegation here what exactly we are deciding.
110.1 The PRESIDENT:
We have now been enlightened and we understand. I think that the Barbados proposal will be
accommodated and that we can slowly draw to the end of our deliberations. I see no more comments or
questions, so I shall take it that the General Conference wishes to take note of the report of Commission III and
adopt the draft resolutions as amended by the United Republic of Tanzania. Do I have your agreement? Is there a
consensus? It is so decided.
110.2 Distinguished delegates, we have completed our agenda for this afternoon and I do not regret that there
has been this long discussion because there would be bitterness if people did not have a chance to have their say.
110.3 We shall meet again in plenary tomorrow at 10 a.m. to adopt the reports of Commission II and
Commission V. I thank you for your patience. The meeting is adjourned.
