convinced that teachers are the kernel of the education process and the key to the training of tomorrow’s men and
women.
20.11 We greatly appreciate the support and attention that UNESCO has lent to the recovery of our country’s
cultural heritage. The listing of Mozambique Island as a World Heritage Site and the recently held International
Donors Conference for the island’s restoration project would never have been possible without the assistance of
UNESCO. Following the recommendations of the World Conference on Science held this year in Budapest,
Hungary, Mozambique is in a process of defining a national policy on science and technology. At the same time
we will create structures to be responsible for coordination of the efforts made in this area. We would appreciate
the support of UNESCO in meeting this challenge.
20.12 In the area of youth, we would like to pay tribute to UNESCO’s assistance in the design and
maintenance of entrepreneurial projects for young people in Maputo and Nampula. We are also grateful for
UNESCO’s involvement in activities aimed at promoting job creation for our young people and cultural activities
such as the youth musical festival.
20.13 I would not want to end my intervention without referring to the technical assistance and training of
journalists for community radios, since information is crucial for sustainable development and for the creation of
a more stable democratic system. We should also like to mention the collaboration of Mozambique with
UNESCO and other international partners in the organization, in June 1998, of the Pan-African Conference on
Sustainable Integrated Coastal Management. More generally, we were honoured to host in 1997, the International
Conference on Culture of Peace and Democratic Governance, as well as the Conference on Africa in the Face of
Globalization held in June 1998. The presence and participation of the Director-General and the President of
Mozambique in these two events testify to the strategic importance and the special importance of our
cooperation.
20.14 We would like to reiterate that the cooperation between Mozambique and UNESCO has become more
significant than all the activities and programmes that compete for the promotion of sustainable development,
stability and a culture of peace. Finally I would like to reiterate not only our willingness to continue our
cooperation with UNESCO, but also our determination to make the culture of peace and democracy the pillars of
Mozambican society. Thank you very much.

Sincere thanks go to His Excellency Mr Anarldo Valente Nhavoto of Mozambique, and now I have the
pleasure and honour of calling on His Excellency Mr Claude Allègre, Minister of National Education, Research
and Technology of France. Monsieur, je vous en prie.
22.1 M. ALLEGRE (France) :
Monsieur le Président de la Conférence générale, Monsieur le Directeur général, Mesdames, Messieurs
les chefs de délégation, au nom du gouvernement de la République française, je veux d'abord vous remercier
pour votre présence à Paris, pour cette grande assemblée de la science, de la culture, de toutes les nations du
monde. Je tiens ensuite à féliciter la Présidente de la Conférence générale, Mme Jaroslava Moserová, et à lui dire
combien nous apprécions sa désignation.
22.2 La France n'a jamais oublié, après que Léon Blum en eut fait la proposition, le grand honneur et la
confiance que nous ont témoignés les participants à la Conférence chargée de constituer une organisation des
Nations Unies pour l'éducation, la science et la culture en choisissant Paris comme Siège de l'Organisation. Je
mesure pour ma part tout ce que cet honneur veut dire, ce qu'il implique pour nous tous d'engagements et de
responsabilités. Je souhaite réaffirmer que les valeurs qui étaient au fondement de ce choix sont toujours celles
qui animent l'esprit de notre assemblée, dans cette grande maison de l'éducation, des sciences, de la culture et de
la communication.
22.3 Certes, la France n'est pas le seul pays à pouvoir revendiquer la richesse de ses traditions culturelles.
Notre pays est au croisement de plusieurs grands réseaux de solidarités intellectuelles, qui dépassent largement
les frontières des nations et traversent les océans. Arriver à défendre les domaines de la culture, de l'éducation et
de la science comme des espaces d'échanges transnationaux, des lieux de partage indépendants des intérêts
commerciaux et des conflits géopolitiques, est un pari extrêmement difficile pour lequel il faut que nous nous
battions, et qui demande à la fois un grand réalisme et une grande part de rêve.
22.4 Sur ce point particulier, je souhaite, au nom du gouvernement français, rendre hommage à Federico
Mayor qui, pendant les douze ans où il a été à la tête de notre Organisation, affichant un idéalisme serein, a su
engager l'UNESCO dans de grands débats universels, procédant d'une vision globale de l'homme et de la planète,
