de la coopération avec les organisations non gouvernementales et pour l'attention particulière accordée au
développement de la coopération avec notre Association. Nous voudrions également saisir cette occasion pour
exprimer nos sincères félicitations à M. Koïchiro Matsuura, proposé par le Conseil exécutif pour le poste de
directeur général de l'UNESCO, en l'assurant que nous sommes prêts à poursuivre notre coopération avec
l'UNESCO, dans tous les domaines servant la civilisation humaine et contribuant à asseoir les fondements de la
paix et de l'amitié entre les peuples. Nous saisissons cette occasion également pour exprimer notre reconnaissance
au colonel Muammar Al-Kadhafi, chef de la Révolution du 1er septembre en Libye, qui a eu le mérite, après Dieu
- qu'Il soit loué - de préconiser la création de cette association, l'Association mondiale pour l'appel islamique, ainsi
que nos remerciements pour toutes les facilités fournies par la Grande Jamahiriya libyenne en tant que pays hôte de
l'Association. Grâce à quoi, celle-ci a pu jouer un rôle éminent au service de la communauté humaine sur le plan
culturel, éducatif et humain, en montrant sous son vrai jour la religion musulmane authentique, dont les valeurs et
les principes sont nécessaires au monde moderne, et qui est à l'origine d'une civilisation de haut niveau qui a
toujours insisté sur les valeurs de bien, de justice, de tolérance, et d'amitié entre les humains.
(4.2) Mesdames et Messieurs, cette Conférence générale réunie au seuil d'un nouveau millénaire, revêt une
importance extrême à un moment où le monde est en passe de devenir un petit village. Nous ne voulons pas trop
prendre de votre temps, nous voulons simplement indiquer qu'il existe une grande coopération entre nous et
l'UNESCO dans beaucoup de domaines culturels et humains et nous aspirons, en cette fin de siècle, à voir émerger
un monde où la coopération sera plus grande encore. L'Association mondiale pour l'appel islamique est prête à une
coopération illimitée avec les organisations internationales, au premier chef desquelles l'UNESCO, dans tous les
domaines qui contribuent à assurer la stabilité et le bonheur de notre monde, à dissiper la peur et de la tension qui
en voilent les cieux et à accorder aux peuples, petits et grands, la possibilité d'exercer leurs droits et d'assumer leurs
devoirs dans un climat de sérénité et d'égalité. Je vous remercie. Que la paix, la miséricorde et la bénédiction de
Dieu soient sur vous.
5. The PRESIDENT:
I thank the Secretary-General of the World Islamic Call Society for his presentation. I should now like to
call the next speaker on my list, His Excellency the Honourable Karan Ramsundersingh, Minister of Education
and Community Development of Suriname. Your Excellency, you have the floor.
6.1 Mr RAMSUNDERSINGH (Suriname):
Madam President of the General Conference, Mr Chairperson of the Executive Board, Mr Director-
General of UNESCO, distinguished delegates, ladies and gentlemen, allow me first on behalf of the Government
of Suriname, to congratulate you on your election, Madam President, to your present outstanding position. May
wisdom and strength be your guide in the course of this important meeting. May I also seize this opportunity to
congratulate the Director-General on the concise and transparent presentation of the Programme and Budget for
2000-2001 as well as on the Medium-Term Strategy.
6.2 Madam President, it is noteworthy that despite all the problems caused by, among other things, the
conflicts of various kinds, UNESCO and its mother organization, the United Nations, continue to realize the
goals set. Like the Director-General in his introduction to the Programme and Budget, we see many positive
issues which give hope. We see that more and more countries have come to recognize the importance of
education. Education is more than simply supplying information, providing knowledge or teaching technical
skills. It is a process in which the human being is being formed. It is about changes in behaviour, in lifestyle, in
teaching democratic principles, in internalizing socially accepted virtues. In short, education means forming the
total personality of the human being. We see education as the source of all economic, social and cultural
development.
6.3 The Government of Suriname has recently been facing several kinds of social, economic and political
problems, and is making great efforts to find solutions for them. Despite strikes and demonstrations of Teachers’
Unions and opposition parties, our Government has been doing its utmost to carry out the policy outlined. Its aim
in this policy is to come to create a "new" Surinamese person. The policy seeks, among other things, to promote
the integration of mental, physical and polytechnical development, to further the emancipation of people living
below the poverty line, to help to reduce inequalities among students of a social, economic and cultural nature,
and gear education to the needs of national and international development.
6.4 Madam President, concrete action has been taken to implement the World Declaration on Higher
Education. We have established a foundation which will be responsible for promoting and maintaining the
quality of education and making it worthy of the public’s trust. A few of the tasks of the foundation will be to
cooperate with the regional accrediting mechanism which will be established in connection with Caricom, to
organize education in the perspective of lifelong learning, to achieve which the University has started a lifelong
learning and distance education project, and to assisting teaching institutes in improving their teaching
programmes and related activities.
