Madam President, Mr Representative of the Director-<strong>General</strong>, Mr Chairperson of the Executive Board,<br />

Your Excellencies, ladies and gentlemen. It is a great honour for me, Madam President, to congratulate you, on<br />

behalf of my country, on your election as President of this <strong>Conference</strong>. I wish you all success in your important<br />

task. I should also like to take advantage of this opportunity to offer my greetings to Mr Federico Mayor and<br />

express my great esteem for his efforts to develop and enhance the functioning of this Organization, despite the<br />

difficult circumstances confronting it. He sought to consolidate the ethical gains which <strong>UNESCO</strong> has consistently<br />

advocated, including the Universal Declaration on the Human Genome, the culture of peace programme, the ethics<br />

of information and the revision of the International Convention for the Protection of Cultural Property in the Event<br />

of Armed Conflict, besides a number of successful programmes (which I mention by way of example only, this list<br />

is not exhaustive), including the Priority Africa programme, the programmes relating to the issues of women and<br />

young people, the programmes relating to the strengthening of human rights and those that have been implemented<br />

in the field of culture and the world heritage. Other major accomplishments have been the revision of the <strong>General</strong><br />

History of Africa and the writing of the History of Humanity.<br />

(22.2) It also gives me great pleasure to speak of the constructive, fruitful cooperation between my country and<br />

the Organization in the course of recent years. That cooperation, which has amounted to over $100 million,<br />

illustrates the importance my country attaches to <strong>UNESCO</strong> and its effective role in the fields of education, science<br />

and culture, as well as its efforts to bring about peace, combat poverty, and raise the standards of living of the<br />

people of its Member States. As a further illustration of our view of the importance of this Organization, the<br />

Jamahiriya has recently signed a number of other agreements for the development of education programmes in the<br />

Jamahiriya itself and elsewhere in Africa, for a value of approximately $220 million.<br />
