47. Mr IL CHUNG (Republic of Korea):
Thank you, Madam President. The Korean delegation has noted the growing feeling in the house to limit
the term of office of the Director-General. We share this feeling with others; we strongly support the spirit of the
New Zealand proposal to limit the term to a maximum of eight years and, of the two proposals, we support the
Canadian option of four plus four years. However, my delegation would like to shed light on one aspect of the
proposal, concerning the immediate application of this new rule relating to a political issue. And we would like to
underline just one fact - that the incoming Director-General was nominated according to the existing rules of the
Executive Board, and is waiting for appointment by this supreme body. My delegation would like to deal with
this issue at the next session of the General Conference. Thank you very much.

I should like to thank the representative of the Republic of Korea. I now call Lesotho.
49. Mr LEHOHLA (Lesotho):
Thank you, Madam President. I think my delegation feels that, at this stage, this important change is
uncalled for. In fact, if we are to enhance the performance of the Director-General, there should be a clear and
objective yardstick to measure performance. We think we may be sending out the wrong signals if we were to
change the provisions of the Constitution at this stage. We support the view that this matter be brought to the
attention of the 31st session of the General Conference. At this stage we may send wrong signals that we are
ambushing the new Director-General. If indeed, the whole idea behind the proposed changes is to improve
performance and efficiency, then an objective yardstick should be devised to measure the performance of a
Director-General. At this stage we support the distinguished delegates of India, Zimbabwe and other countries
who have proposed that no such change be made at this session of the General Conference. Thank you, Madam
President.

I thank the representative of Lesotho for being so concise, and I call upon the representative of
Honduras.
51.1 Sra. MENDIETA DE BADAROUX (Honduras):
Muchas gracias, señora Presidenta: Las propuestas de Canadá y Nueva Zelandia son un aporte valioso,
pues nos han inducido a reflexionar sobre el tema de la duración del mandato del Director General, y les
agradecemos su contribución. Hemos escuchado al Dr. René de Sola, distinguido ex-Embajador de Venezuela
durante el periodo del Director General René Maheu, quien nos ha expuesto su punto de vista sobre el informe
del Comité Jurídico desde el interior de este Comité. Le agradecemos por lo tanto que haya arrojado luz sobre el
tema.
51.2 Ésta es una decisión fundamental, de gran alcance político y gran impacto sobre el funcionamiento
global de la Organización. Por el momento carecemos de elementos, pues no ha habido discusión seria sobre el
particular en los debates de nuestro Consejo Ejecutivo. Asimismo, la mayoría carecemos de instrucciones sobre
la posición oficial de nuestros gobiernos. Como dijo el distinguido Delegado de Francia, habría que ver, y no
estaría de más ver, qué ocurre en los demás organismos del sistema de las Naciones Unidas.
51.3 Me uno, señora Presidenta, a lo propuesto por Indonesia e India en el sentido de que se posponga la
decisión hasta la 31ª reunión de la Conferencia General, añadiendo que, a la vista de la riqueza en ideas de este
debate, la Conferencia General debería otorgar mandato al Consejo Ejecutivo para que estudie, debata y formule
recomendaciones a la 31ª reunión de la Conferencia General. Muchas gracias.

Merci beaucoup, Madame la Présidente. Les propositions du Canada et de la Nouvelle-Zélande sont
extrêmement intéressantes car elles nous ont amenés à réfléchir à la question de la durée du mandat du Directeur
général, ce dont nous sommes particulièrement reconnaissants à ces deux délégations. Nous avons entendu
M. René de Sola, qui fut ambassadeur du Venezuela lorsque René Maheu était Directeur général, nous présenter,
sur le rapport du Comité juridique, un point de vue "de l'intérieur". Nous le remercions donc de nous avoir éclairés
sur ce point.
(51.2) Il s'agit là d'une décision essentielle, de grande portée politique et dont l'effet sur le fonctionnement
global de l'Organisation serait considérable. Pour l'instant, nous manquons d'éléments d'appréciation car il n'y a pas
eu de discussion sérieuse sur ce point au sein du Conseil exécutif. De même, la majeure partie d'entre nous
manquons d'instructions officielles de nos gouvernements respectifs. Comme l'a dit le délégué de la France, il
faudrait au moins voir ce qui se passe dans les autres organismes des Nations Unies.
(51.3) Madame la Présidente, je m'associe à la proposition de l'Indonésie et de l'Inde visant à reporter la
décision à la 31e session de la Conférence générale et j'ajoute qu'étant donné la richesse de l'échange de vues que
