de ranimer la flamme de la vie dans l'Afrique des Grands Lacs.<br />

18.10 S'agissant des droits de l'homme et de la paix, l'occasion est offerte à nos pays de réaffirmer leur<br />

engagement à les défendre et à les faire mieux respecter : je veux parler de la célébration de l'année 2000,<br />

proclamée par les Nations Unies Année internationale de la culture de la paix pour laquelle l'<strong>UNESCO</strong> est<br />

l'Organisation chef de file. La célébration de cette année devrait inciter les pays en conflit à modifier leur<br />

comportement, à forger les valeurs indispensables à l'élimination de la violence, de l'exclusion et du génocide. Le<br />

gouvernement du Burundi espère quant à lui fêter à cette occasion la fin d'un conflit qui aura coûté tant de vies<br />

humaines.<br />

18.11 Cette année sera un moment de réflexion intense sur les pratiques novatrices à mettre en oeuvre pour<br />

que la culture de la paix l'emporte sur la culture de la violence. A cet égard, mon pays considère que la femme a<br />

un rôle indispensable à jouer dans la consolidation de la paix et la résolution pacifique des conflits. Sa part<br />

privilégiée dans l'éducation des enfants - éducation traditionnellement axée sur les valeurs de cohabitation<br />

pacifique, de tolérance, de solidarité et d'entraide - pourrait transformer peu à peu les communautés fortement<br />

divisées aujourd'hui.<br />

18.12 Pour terminer, je voudrais me faire l'écho des belles réflexions auxquelles se livre le Directeur général<br />

de l'<strong>UNESCO</strong> dans son livre "Un monde nouveau" : "Nous ne pouvons pas prévoir le futur, car l'avenir ne sera<br />

plus jamais ce qu'il a été. Nous pouvons le préparer (...), donc il est aussi entre nos mains, parce qu'il est liberté<br />

: il sera pour une large part ce que nous en ferons." J'aimerais ajouter quant à moi que nous devons préparer ce<br />

futur dans un esprit de solidarité, pour plus de partage, de justice et de paix entre les différentes régions du<br />

monde et les différents pays. Que vive la coopération entre les peuples. Je vous remercie.<br />

19. The PRESIDENT:<br />

Thank you, Your Excellency. I now invite H.E. Mr Ri Tae Gyun, Ambassador Extraordinary and<br />

Plenipotentiary of the Democratic People’s Republic of Korea to <strong>UNESCO</strong>. The floor is yours, Sir.<br />

20.1 Mr RI TAE GYUN (Democratic People’s Republic of Korea) (Speech delivered in Korean; English<br />

translation supplied by the delegation):<br />

Mr President, Mr Chairperson of the Executive Board, Mr Director-<strong>General</strong>, distinguished delegates,<br />

first of all on behalf of the delegation of the Democratic People’s Republic of Korea, I wish to congratulate<br />

Ms Moserová on her election as President of the present session, which I believe will come to a successful<br />

conclusion under her presidency.<br />

20.2 Mr President, the <strong>30th</strong> session of the <strong>General</strong> <strong>Conference</strong> of <strong>UNESCO</strong> is taking place at a historic time,<br />

at the turn of a millennium, instilling in humanity new hope and confidence. The twentieth century has been<br />

marked by tremendous socio-economic progress surpassing by far the achievements of the previous several<br />

centuries, while at the same time it has inflicted immeasurable disasters and misfortunes upon humankind, which<br />

bears testimony to the two world wars, followed by numerous regional and ethnic conflicts. Even today, on the<br />

threshold of the twenty-first century, humankind witnesses high-handedness and arbitrariness, assaults and<br />

conflict which endanger world peace and security.<br />

20.3 At the centre of world peace and security issues lies the problem of the Korean peninsula. Although the<br />

cold war has come to an end, its effects are still lingering in the Korean peninsula, whose national territory has<br />

remained divided by foreign forces for over half a century. The tension continues to be serious in the peninsula.<br />

In order for our small country, both in terms of territory and population, to defend its sovereignty, it requires<br />

defence capabilities strengthened by itself. And herein lies the inevitability of following the army-first policy<br />

devised by Comrade Kim Jong II, the great leader of the Korean people. To prevent war and secure peace in the<br />

Korean peninsula is not merely a regional matter but an issue related to peace and security in the world at large.<br />

20.4 The Declaration and Programme of Action on a culture of peace were adopted in September at the<br />

fiftieth session of the United Nations <strong>General</strong> Assembly, in the wake of which the year 2000 was officially<br />

launched as International Year for the Culture of Peace by the United Nations and <strong>UNESCO</strong>. We hope that this<br />

initiative will contribute to peace and security in the world as well as in the Korean peninsula. The government<br />

has made consistent efforts to realize the country’s reunification through a confederacy formula based on the<br />

principles of independence, peaceful reunification and great national unity. Our proposal for reunification by<br />

means of confederation also conforms to <strong>UNESCO</strong>’s ideal for peace, as it is a realistic and effective way of<br />

realizing the country’s reunification by means of coexistence, co-prosperity and shared benefits while leaving<br />

different ideas and systems intact in the North and South.<br />
