Gracias, señora Presidenta: Disculpe, sé que la hora es bastante avanzada, pero me cuesta un poco<br />

entender esta propuesta y quisiera explicar las dos principales razones por las que me cuesta entenderla. En<br />

primer lugar, tengo entendido que en el seno de esta Organización existen criterios claros de distribución<br />

geográfica que se aplican a todos sus órganos en materia de contratación de personal, y por lo tanto me parece<br />

innecesario insistir en un aspecto que está contenido en la política general de distribución geográfica de la<br />

Organización.<br />

93.2 En segundo lugar, tanto el Consejo Ejecutivo de la COI como la Asamblea de la COI, a través del<br />

Grupo DOSS-2 al cual se han referido otras delegaciones, están trabajando activamente para elaborar criterios de<br />

distribución geográfica adaptados a la realidad de la COI. Por lo tanto, una decisión de este tipo sería redundante,<br />

y quizá también contradictoria, con respecto al trabajo que se está haciendo en esos órganos. Mi pregunta es: ¿no<br />

podrían incluirse todas estas reflexiones y preocupaciones, que me parecen totalmente legítimas, en el informe<br />

oral o en las actas literales de esta reunión de la Conferencia <strong>General</strong>? Vemos con preocupación la inclusión de<br />

una enmienda que pueda entrar en contradicción con la labor que está haciendo la Comisión. Gracias.<br />

(93.1) Mr GONZALEZ (Argentina) (Translation from the Spanish):<br />

Thank you, Madam President. I am sorry, I know it is quite late, but I am rather put out by this proposal<br />

and wanted to explain the two main reasons why. First of all, I believe I am right in saying that this Organization<br />

has clear-cut criteria for the geographical distribution applied to all its organs when recruiting staff and it therefore<br />

seems unnecessary to insist on an aspect that is dealt with by the Organization’s general policy on geographical<br />

distribution.<br />

(93.2) Secondly, both the Executive Council and the Assembly of IOC, through Group DOSS-2, the body<br />

referred to by other delegations, are actively working out criteria for geographical distribution tailored to IOC’s<br />

reality. Therefore, a decision of this kind would be superfluous and might possibly contradict the findings of those<br />

organs. My question is: would it not be possible for these reflections and concerns, all of which I find quite<br />

legitimate, to be included in the oral report or the records of this session of the <strong>General</strong> <strong>Conference</strong>? We are<br />

concerned about the possible inclusion of an amendment that might contradict the work being done by the<br />

Commission. Thank you.<br />

I believe that the Chairperson of the Commission which dealt with the matter feels that he can<br />

accommodate this amendment. Are there any objections to the amendment proposed? I give the floor to the<br />

выражает серьезное недоумение по поводу второй поправки, принимая во внимание сходство<br />

ситуаций в Исполнительном совете МОК и в Исполнительном совете ЮНЕСКО. При тайном<br />

голосовании, причем по региональным группам, невозможно предусмотреть членство какой-либо страны<br />

в Исполнительном совете. Поэтому первый и второй вопросы нуждаются в дополнительном уточнении. В<br />

обсуждаемой сейчас статье 4 Устава поясняется, что членом Комиссии может быть любое государство,<br />

которое является членом любой организации системы ООН. Поэтому непонятно о каких преднамеренных<br />

местах в Исполнительном совете МОК может идти речь.<br />

(95) Mr ORDJONIKIDZE (Russian Federation) (Translation from the Russian):<br />

I am extremely puzzled by the second amendment, considering the similarity of situations in the IOC<br />

Executive Council and the <strong>UNESCO</strong> Executive Board. With secret voting, and moreover with regional groups, it is<br />

impossible to ensure that any particular country becomes a member of the Executive Council. Article 4 of the<br />

Statutes now under discussion states that membership of the Commission shall be open to any Member State of any<br />
