solidarité en faveur des groupes ethniques défavorisés, à savoir les femmes et les filles, les enfants ruraux et ceux
qui sont issus des groupes ethniques minoritaires et l'ensemble des pays les moins avancés. Pour ce faire, il
faudrait d'une part, valoriser davantage le programme de participation et les activités en faveur des groupes
prioritaires et, d'autre part, mobiliser davantage de ressources extrabudgétaires, opter, en ce qui concerne le
budget, pour une croissance réelle zéro et réduire dans toute la mesure possible les dépenses de personnel et de
fonctionnement de notre Organisation.
4.11 Madame la Présidente, qu'il me soit permis, à l'aube du troisième millénaire, d'exprimer notre espoir que
des expressions telles que "développement", "partage du savoir", "une seule terre", "éthique de la responsabilité",
maintes fois discutées, débattues et définies au sein de l'UNESCO et ailleurs, aient enfin un sens et soient suivies
d'effets réels.
4.12 Tribune intellectuelle du système des Nations Unies et forum de coopération internationale, l'UNESCO
se doit de relever les défis qui nous sont légués et ceux qui nous attendent et de prévenir les tensions politiques,
sociales, ethniques et culturelles. La complexité et l'ampleur de ces défis obligent la communauté internationale à
adopter une démarche globale, à se tourner vers l'avenir et surtout à faire preuve d'imagination parce qu'une paix
juste et durable, comme le proclame l'Acte constitutif de l'UNESCO, ne saurait être instaurée sur la seule base de
dispositions économiques et politiques, mais requiert la "solidarité intellectuelle et morale de l'humanité". C'est
un devoir sacré pour chacun de nos Etats de "préserver les générations du fléau de la guerre" comme la Charte
des Nations Unies nous le prescrit.
4.13 C'est dans cette perspective et dans la volonté de contribuer aux changements pour le meilleur que mon
pays, à la présente session, se porte candidat aux élections au Conseil exécutif. Ensemble, nous pouvons prendre
le chemin de la réflexion, de la remise en question et le chemin du combat contre les disparités, les inégalités et
les égoïsmes. Je vous remercie de votre attention.
5. The PRESIDENT:
I should like to thank His Excellency the Deputy Minister of Education of Lao People's Democratic
Republic for his words and his thoughts for the future. We all hope that it will not be just words but deeds that
will lead us into the next century. May I now call upon Her Excellency the Honourable Fiame Naomi Mata'afa,
Minister of Education of Samoa. My friend, you have the floor.
6.1 Ms MATA'AFA (Samoa):
Madam President of the General Conference, Mr Chairperson of the Executive Board, Mr Director-
General, distinguished delegates, ladies and gentlemen, I should first like to offer you, Madam President, my
most warm congratulations for assuming the Presidency of the last General Conference of the century. Samoa
welcomes your leadership and assures you of its fullest support.
6.2 Madam President, this General Conference is a particularly happy one for the Pacific as two more
Pacific States have just joined UNESCO. I welcome the Republic of Palau and the Federated States of
Micronesia not only to the whole UNESCO family but especially to the Pacific UNESCO family of 14 States.
6.3 Madam President, allow me also to pay tribute to the Director-General, Mr Federico Mayor, for his
leadership and stewardship that has guided UNESCO to the dawn of the new millennium. He is a man we all
admire for his love of humanity, for his well-known commitment to UNESCO's ideals and in particular for his
unfailing call for the culture of peace, the legacy he will leave us. On behalf of my delegation, I wish to convey to
him our best wishes for his future endeavours.
6.4 Madam President, ladies and gentlemen, our world has witnessed the horrors of war and violent conflict
this century. Disease and poverty have persisted. Natural disasters have brought death and destruction to many of
our countries and regions. Global warming brings with it greater threat to our environments, especially for Small
Island States like our own, exposing their vulnerabilities in all respects. The international response is critical to
all the above situations and indeed UNESCO can play its role. In our region, training in the use of early warning
systems using satellite-derived data and disseminated through the Internet will improve planning and
preparedness. To this end, the working relationship between UNESCO and the ITU is to be encouraged to ensure
that the advances in information and communications technologies take into account the needs and aspirations of
the developing world.
6.5 Madam President, the sunset of the century brings with it the closure of the first World Decade for
Education. Whilst we await the outcome of the UNESCO assessment of EFA, we can still look to the future and
determine our Organization's work that will deliver our ultimate goal of world peace. Through our regional
consultations we should be able to deliver on common goals whilst also addressing the specific needs of
