34.9 Моя страна – полиэтничная и поликультурная страна, где проживают представители более 80
национальностей и где реально воплощается принцип «Кыргызстан – наш общий дом». Мы надеемся, что
наше начинание по совершенствованию методик обучения языкам и возрождению, сохранению
культурного наследия, в том числе местных языков с использованием новейших мультимедийных
технологий, найдет понимание и поддержку со стороны ЮНЕСКО. В нашей стране работают несколько
школ в рамках программы «Ассоциированные школы ЮНЕСКО», в том числе и в отдаленных сельских
районах.
34.10 Международному сотрудничеству в области высшего образования способствует программа
УНИТВИН/кафедры ЮНЕСКО. В Кыргызстане в наших университетах организованы и работают три
кафедры ЮНЕСКО по: экологическому воспитанию; гендерной политике и правам человека; мировым
культурам и мировым религиям.
34.11 Генеральная Ассамблея Организации Объединенных Наций, по инициативе Президента
Кыргызской Республики А. Акаева провозгласила 2002 год Международным годом гор. Эта инициатива
нашего Президента была также поддержана правительствами многих других стран мира. Для
Кыргызстана это имеет особую актуальность, учитывая, что 94% территории страны занимают горы. Для
координации работ по подготовке и проведению Международного года гор в Кыргызстане созданы
Региональный координационный научный совет по горным проблемам и Международный институт гор,
что стало главным образом возможным благодаря поддержке ЮНЕСКО.
34.12 От имени правительства Кыргызстана выражаю твердую надежду, что все государства – члены
ЮНЕСКО внесут свою лепту в выработку путей наиболее гармоничного эффективного взаимодействия с
этой авторитетнейшей международной организацией для утверждения в новом тысячелетии века
культуры, века образованности, века науки как важнейшего условия упрочения мира и стабильности на
планете. Наши надежды не утопичны. Мы верим в созидательные возможности разума. Важно
объединить усилия народов и государств. Не упустить исторический шанс. Сделать правильный выбор.

Madam President, esteemed delegates and guests of the General Conference, ladies and gentlemen, allow
me first to express sincere thanks to Mr Federico Mayor on behalf of the Government of Kyrgyzstan for the
immense contribution he has made to the development of UNESCO, and for his constant attention and support to
the establishment and development of the programmes of the recently formed National Commission of the Kyrgyz
Republic for UNESCO.
(34.2) The independent sovereign State of Kyrgyzstan, having become a fully-fledged Member of UNESCO,
supports UNESCO and associates itself with all its activities aimed at fulfilling this humanitarian Organization’s
worldwide mandate: to disseminate a culture of peace and to promote the spread of knowledge, experience and
ideas expressing the values of the “spirit of peace”.
(34.3) On UNESCO’s initiative, the United Nations General Assembly has proclaimed the year 2000 as
International Year for the Culture of Peace, and the forthcoming first decade of the twenty-first century as
International Decade for a Culture of Peace and Non-Violence for the Children of the World. UNESCO, acting as
the coordinating body for the International Year for the Culture of Peace, is responsible for mobilizing all possible
partners and intermediaries, so as to create a grand alliance between the many movements, groups and institutions,
and to concert the efforts to attain the goal of establishing a culture of peace. The traditions of tolerance, of peacemaking
and of a culture of peace go back a long way in Kyrgyzstan, whose very geographical and geopolitical
position has historically predetermined its role as one of the bridges between East and West. The concept of a
culture of peace advanced by UNESCO and the United Nations is in close harmony with the foreign policy
doctrine of Kyrgyzstan’s President, Askar Akaev, and known as “Silk Road diplomacy”, which is based on the
principles of equal partnership, friendship and cooperation with all the countries of the Great Silk Road,
interdependence and mutual advantage, the long-term perspective and the multivectoral nature of the development
of international cooperation. The idea of resuscitating the Great Silk Road is receiving wide support from
UNESCO and the international community. The revival of the Great Silk Road under new historical circumstances
on the threshold of the twenty-first century contradicts the previous belief which sometimes artificially presented
the outlook and perceptions of West and East as being in opposition to each other. The ideas of humanism,
tolerance and spiritual renaissance are making headway in a resolute struggle with age-old prejudices and
intolerance of dissenting opinions. Situated in the very centre of the Eurasian land mass, at the meeting point of
several civilizations, having accepted and absorbed a diversity of cultures and outlooks, Kyrgyzstan has what it
takes in the present circumstances to become a bridge of friendship and cooperation between all countries around
the Great Silk Road. A clear example of this is provided by the proposal put forward by the President of the Kyrgyz
Republic, Askar Akaev, at the UNESCO International Forum “Culture and Religion in Central Asia”, for a
moratorium on military actions at the turn of the century as one of the main preconditions for a culture of peace.
Further examples are provided by our President’s initiatives aimed at upholding universal peace and stability: the
holding of a world conference on Afghanistan; the creation of a nuclear-free zone in Central Asia; and the holding
