Nations System-wide Special Initiative for Africa; mobilization of international cooperation to implement the
plans of action of MINEDAF VII and the OAU Decade of Education for Africa; more support to women, youth
and other marginalized groups; fostering regional integration, international cooperation and peace; recognition of
cultural dimensions in all development planning initiatives; and promotion of environmental conservation for
sustainable development. In conclusion, Madam President, we strongly believe that the achievement of the
above, among others, will enable us to meet the challenges of globalization in the new millennium.
20.19 May I finally reaffirm Uganda’s commitment to the purposes and functions of UNESCO. I say all this
for God and my country. Madam President, distinguished delegates, ladies and gentlemen, I thank you for your
attention.

I should like to thank Your Excellency the Minister for Education and Sports of Uganda. Sir, the needs
and the aims of your country are well understood and we also understand the stress you lay on education. I
particularly appreciated your reference to marginalized children, that is social or physically handicapped
children, because they represent a most important problem. I now call the next speaker, His Excellency
Mr Mohammed Ahmed Alaswad, Ambassador and Permanent Delegate of the Libyan Arab Jamahiriya. Your
