(30.4) Parmi les objectifs de l'Uruguay qui ont un rapport avec le mandat de l'UNESCO, il en est un second sur
lequel nous voulons insister : au niveau préscolaire, 95 % des enfants âgés de quatre et cinq ans sont intégrés dans
le système éducatif et nous avons fait les investissements voulus dans les équipements et la recherche pour faire
perdurer ce succès par l'apport des ressources matérielles et humaines nécessaires. Il s'agit d'une augmentation de
près de 30 % du taux de scolarisation global en cinq ans - de 1995 à 1999 - dans le cadre d'une politique de
généralisation de l'éducation préscolaire qui permet à l'Uruguay d'arriver à cette fin de siècle en ayant mis à l'école
tous les enfants de quatre et cinq ans.
(30.5) Dans un autre ordre d'idées, nous voulons souligner l'importance du travail réalisé par l'UNESCO, qui a
organisé et mené à d'intéressants résultats le deuxième Congrès international sur l'enseignement technique et
professionnel, tenu à Séoul, la Conférence mondiale sur l'enseignement supérieur au XXIe siècle, réunie à Paris, et
la Conférence mondiale sur la science qui a récemment eu lieu à Budapest. D'ailleurs, à propos du lien, important à
nos yeux, entre l'engagement pris à Budapest en faveur du développement de la recherche et l'engagement éthique
dans le domaine de la science, nous sommes heureux d'indiquer que l'Uruguay est le siège du suivi de cette
Conférence mondiale sur la science et de ses résultats pour la région de l'Amérique latine et des Caraïbes.
(30.6) C'est cette année encore que, conjuguant nos efforts à ceux de l'UNESCO et d'autres organisations qui se
préoccupent des grandes questions de notre monde contemporain, notre pays accueillera prochainement, très
précisément à Punta del Este au début de décembre, la Conférence MINEPS III ayant pour but d'analyser les
problèmes liés à l'éducation physique et au sport et les recommandations qui peuvent être formulées en un domaine
aussi important, dans la perspective du siècle prochain. Alors que se tient la dernière session de la Conférence
générale de l'UNESCO de ce siècle, et devant les défis du nouveau millénaire, l'Uruguay réassure l'UNESCO de sa
confiance et de son soutien, la félicitant de son action et des objectifs atteints, et exhorte les 188 Etats membres à
redoubler d'efforts pour traduire en actes l'ensemble des principes et des missions de notre Organisation et
contribuer ainsi à l'instauration et à l'essor d'un monde de paix, de tolérance et d'harmonie pour le prochain
millénaire. Merci beaucoup.
31.1 The PRESIDENT:
I should like to thank His Excellency Professor Antonio Guerra Caraballo, Vice-Minister of Education
and Culture of Uruguay, who is the last speaker. In a way, he summed up much of what we have heard so far. I
congratulate his country on having raised the primary education enrolment rate to such an extent, and am also
glad to hear that there will be a follow-up conference to the Budapest World Conference on Science. This
concludes our list of speakers.
31.2 I would like to inform you that the head of the delegation of Pakistan has expressed the wish to exercise
his right of reply to an address delivered during the plenary meeting yesterday afternoon. I therefore give him the
floor for one minute, to speak from his place.
32.1 Mr KHAN (Pakistan):
Thank you, Madam President. I shall be exactly one minute. I am grateful for this opportunity for a right
of reply to the unwarranted, baseless and irrelevant references towards my country made by the representative of
the defunct regime in Afghanistan.
32.2 I regret to state that he has abused the sanctity of this forum, which deals with education, science and
cultural matters, to mount a distasteful criticism of Pakistan. What is even more surprising is that the
distinguished representative of Afghanistan, who claims to represent his country, is not even au courant with his
own leaders’ publicly stated position, which is as follows: on 15 October, that is, after the change of government
in Pakistan, the Government of Pakistan received a message from Engineer Ahmad Shah Massoud which states
as follows: "The Pakistan army is not involved in the conflict in Afghanistan"; secondly, there are no Pakistani
troops or security personnel fighting on behalf of the Taliban Government in Afghanistan; and thirdly, that he,
Engineer Massoud, has nothing but goodwill for Pakistan and its people for supporting the Afghan people against
oppression. Testimony to this affection lies in the fact that Engineer Massoud’s mother is buried in Pakistan.
32.3 May I respectfully suggest to the Afghan representative that he should obtain the latest instructions from
his leader before making irresponsible statements. Pakistan adheres to a policy of strict neutrality and noninterference
in Afghanistan; it has no favourites in Afghanistan and, as a neighbouring country, has a vital stake
in peace and stability in that country. Pakistan supports the United Nations efforts aimed at promoting an intra-
Afghan peace process. We have encouraged moderation and dialogue so that a stable, multiethnic government
can emerge and lead to an early restoration of peace with the preservation of the sovereignty, unity and territorial
integrity of Afghanistan. As regards the allegation relating to cultural treasures of Afghanistan, Pakistan will
continue to support all efforts to preserve the cultural, multi-religious heritage of Afghanistan. I thank you very
much, Madam President.
