9.13 Madam President, Mr Director-<strong>General</strong>, ladies and gentlemen, we are meeting here at the last session of<br />

the <strong>General</strong> <strong>Conference</strong> to be held in the twentieth century. This century has seen an unprecedented expansion of<br />

human civilization. At the same time, mankind has failed in this century to prevent wars and other bloodshed,<br />

mass violation of human rights, division of the world into developed and developing countries and dangerous<br />

interference with the environment. It is the duty of all of us to learn a lesson from recent history and enter the<br />

twenty-first century with the firm resolution never to allow such tragedies to occur again. <strong>UNESCO</strong> must play an<br />

important role in those efforts – by developing cooperation in the field of education, science and culture and<br />

striving for peace and development. Thank you for your attention.<br />
