people to serve the cause of peace and non-violence is situated in the Latin Quarter, the heart of Old Tallinn that
was included in UNESCO’s World Heritage List in 1997. The House of Peace, home to all United Nations
agencies in Estonia symbolizes the treasures of humanity that bring together art, science and religion in the circle
of Culture. We see the culture of peace as morality in action and culture as the highest form of democracy and
tolerance. The Banner of Peace, designed by Nicholas Roerich in 1929 as an international symbol of culture,
gives us a sense of Progress and of the significance of Peace on Earth, appealing to our collective conscience and
reminding us of that human responsibility and charity that was stressed in the Valencia Declaration. Indeed, it is
time to act, in full realization of our human responsibility for all our choices made possible by scientific and
technological progress.
23.6 Estonia fully supports the idea of lifelong learning as a major key to help people adapt to the tempo of
change. We also believe in UNESCO’s ability to remain at the forefront of the international community as a
flexible and dynamic organization, maintaining its special place as protector of the existence and distinctiveness
of the nations of the world. The question of utilizing the possibilities afforded by an information society and of
implementing them to strengthen linguistic and cultural diversity still hovers in the air. Estonia believes in the
special role of UNESCO and in its unique ability to promote international awareness of the existence and
distinctiveness of the peoples of the world, particularly the very smallest nations. Our history has taught us that as
no man is an island unto himself, no living organism is complete in itself, but is always part of a continuous
process in time and space - where everyone is a participant and everyone affects everyone else. Perhaps this is the
real message for the turn of the millennium - the question of human duties and responsibilities in the face of the
unknown. Thank you for your attention.
