y the International Commission on Education for the Twenty-first Century, emphasising the need of everybody
to learn to know, learn to do, learn to live together and learn to be throughout life in the new millennium, is worth
considering as the main guidelines for Member States’ education policies. In the midst of globalization, learning
to live together harmoniously is the key to human development.
32.8 Mr President, I know very well that UNESCO has been a pioneer in the quest for universal ethics, a
moral minimum acceptable to all societies that can serve as a basis for peoples and nations to live in peaceful and
productive ways. In keeping with this tradition, UNESCO and the Korean National Commission held this month
the International Conference on Universal Ethics and Asian Values in Seoul. The Conference was a great
success; I am proud that we had the privilege to host it. We will continue to support such ethical standard-setting
efforts by UNESCO.
32.9 Recent advances in the life sciences and the use of that knowledge have given rise to a debate on ethical,
social and environmental issues. Having adopted the Universal Declaration of the Human Genome and Human
Rights, UNESCO has provided the world community with a basic instrument for human rights and human dignity
in the face of rapid scientific and technological development. I believe the Declaration is very meaningful as the
first step towards an international consensus on these very important issues.
32.10 As for the cultural development programme, I believe that the twenty-first century will be an age of
culture. A richer cultural diversity resulting from increased cultural contacts due to the expansion of the world
market and advanced communication technology demands a new paradigm of cultural development. Recently,
the Republic of Korea Government substantially increased its budget for the support of cultural activities and
organizations and we plan to expand international cooperation in this field as well.
32.11 Mr President, the Korean Government and the National Commission have been especially active in
international cooperation for the preservation of the intangible cultural heritage. The Korean National
Commission annually holds the international training workshop on the “Living human treasure” system, and the
Republic of Korea Government and UNESCO have recently agreed to establish the Arirang Prize for the oral and
intangible heritage of humanity, to award individuals, associations or institutions contributing to the preservation
and the promotion of disappearing popular traditional expressions.
32.12 Lastly, believing in youth as the progenitor of the future, we welcome UNESCO’s encouragement to
Member States and youth organizations to empower youth by involving them as partners rather than as
beneficiaries. In this regard, my delegation is happy to include two youth delegates to this General Conference,
and furthermore our National Commission will continue to strengthen its efforts toward the empowerment of our
youth.
32.13 In conclusion, Mr President, I would like to leave with you my Government’s renewed assurance that we
will continue to do our share and more, if necessary, for UNESCO to fulfil its mandate to construct the defences
of peace in the minds of men. Thank you very much.

générale demain matin, vendredi 29 octobre, à 8 h.45, dans cette salle, la Salle I. Les délégués qui souhaitent
participer à cette séance spéciale sont invités à prendre place dans la salle à 8 h.30. En la circonstance, les
mesures de sécurité adoptées pour la durée de la Conférence générale seront renforcées, en particulier aux abords
de la Salle I, où ne seront admis à pénétrer que les délégués des Etats membres et des membres associés. Seul le
rez-de-chaussée de la Salle I sera utilisé. Les observateurs et les représentants de la presse pourront suivre
l'intervention du président Khatami qui sera retransmise par le circuit audiovisuel dans la Salle XII. Le Bureau de
