for time. This is an important matter. Cuba, you have the floor.<br />

Se trata de una pregunta, señora Presidenta: Lo que se acordó exactamente fue una resolución muy<br />

corta: "tomar nota del contenido de dichos documentos". Pero lo que yo tengo en la mano y a la vista es algo<br />

mucho más largo y, en este sentido, comparto la preocupación del Delegado de Nigeria sobre el hecho de que<br />

luego se siga diciendo lo mismo. Es decir: en realidad no se ha resuelto nada. Yo no quiero complicar las cosas,<br />

sólo quiero señalarlo. Por lo demás, no tenga usted preocupación, no va a ser por mi causa que esta sesión se<br />

dilate. Muchas gracias.<br />

J'ai juste une question à formuler, Madame la Présidente. Ce sur quoi l'on s'est mis d'accord est une<br />

résolution très courte : "prend note du contenu de ces documents" ; or ce que j'ai entre les mains et sous les yeux<br />

est beaucoup plus long et, à cet égard, je partage les préoccupations du délégué du Nigéria sur le fait qu'on ne dise<br />

donc rien de plus que ce qui a déjà été dit. Autrement dit, en réalité, rien n'a été résolu. Je ne veux pas compliquer<br />

les choses, je tiens seulement à le signaler. Pour le reste, n'ayez pas d'inquiétude, si cette séance se prolonge, je n'en<br />

serai pas la cause. Merci beaucoup.<br />

97. The PRESIDENT:<br />

I thank the distinguished delegate of Cuba. Before I give the floor to more speakers on our list I would<br />

like to give an explanation. I think the document we have before us was prepared ahead of the decision taken by<br />

the Administrative Commission today. We are being asked by Kenya to adopt the two paragraphs at the<br />

beginning of the document. The rest of the document is in fact not relevant to our decision and will not appear in<br />

the final document of this session. Is my interpretation correct, Mr Legal Adviser? I see him nodding. And I<br />

would like to ask the four remaining countries on the list whether, after this clarification by the Legal Adviser,<br />

they still would like to take the floor or whether we should not go ahead and adopt this very short and very<br />

effective decision. India, Germany, Zimbabwe, Nigeria - do you still want to speak? Yes, so I think India was<br />

first. I see Germany raising a point of order.<br />

Kenya has moved the adoption of the report and I think that this should be treated first.<br />

Thank you, Germany. I give the floor to Nigeria on a point of order.<br />

100. Mr LIJADU (Nigeria):<br />

Thank you very much, Madam President. The point that was not clear, and is still not clear, was whether<br />

we are just adopting the report - the narrative part that we have talked about - or whether we are also dealing with<br />

the resolution. These are two different things, as the Chairperson has quite rightly said. I want to make sure about<br />

what we are dealing with: if we are dealing with the narrative part we can adopt the report, but on the question of<br />

the resolution, there is a lot of work still to be done. My country will not accept the adoption of that resolution<br />

now - not without any discussion. I remind you all that this is not the Administrative Commission. This is the<br />

plenary. We all have the right to say whatever we want to say. The work in the Administrative Commission of<br />

course is to give the plenary the possibility of arriving at a reasonable decision, and this is what we are trying to<br />

do - to arrive at a reasonable decision in the plenary of the <strong>General</strong> <strong>Conference</strong>. Thank you, Madam President.<br />

102. Mr MARSHALL (New Zealand), Chairperson of the Administrative Commission:<br />

This is my personal view, which to some extent coincides with Nigeria's. I am a little troubled that if we<br />

are not careful we might make a decision now with which some of us are comfortable, thinking we have got rid of<br />

it. But I do not want this <strong>Conference</strong> to make a fool of itself and I am rather inclined to suggest to you, Madam<br />

President, that people should know exactly what they are doing and, although you may not want to have another<br />
