вечера. Это мероприятие вошло во все регламенты нашей Конференции и, видимо, не учитывается<br />

нынешней аудиторией и Президиумом. Прошу прощения, но надо решить этот вопрос, потому что ждут<br />

выступления приехавшие артисты, предстоит подвести итоги двух пушкинских конкурсов, в которых<br />

приняли участие представители разных стран мира, причем это все включено в программу нашей<br />

Конференции. Благодарю Вас за внимание.<br />

Je vous prie de m'excuser, Madame la Présidente. La soirée consacrée à Pouchkine doit se tenir à<br />

20 heures dans cette salle. Bien qu'elle figure dans tous les programmes de notre Conférence, apparemment, ni le<br />

Bureau ni l'assemblée d'aujourd'hui ne semblent s'en soucier. Je m'excuse, mais c'est une question qu'il faut<br />

résoudre. En effet, les artistes sont prêts à entrer en scène, et il est prévu de conclure les deux concours Pouchkine<br />

auxquels ont pris part des représentants de plusieurs pays du monde, et tout cela figure dans le programme de notre<br />

Conférence. Je vous remercie de votre attention.<br />

There do not seem to be any serious objections to the report which has been presented to us. Yes,<br />

Nigeria?<br />

As far as I understand the situation, and you may correct me, if we accept the report as presented and<br />

adopt it, it means that everything else that we have in the text concerning this particular question will disappear?<br />

Mr Marshall may wish to give some clarification on this point.<br />

90. Mr MARSHALL (New Zealand), Chairperson of the Administrative Commission:<br />

This is the first time I have chaired a Commission, and I am not entirely sure of the procedure. There are<br />

also the actual resolutions, but what is being presented now is part of the report which I would normally present<br />

to the plenary. There is also a series of decisions that must be submitted for adoption, and I think that is the point<br />

of Nigeria's concern: when we look one by one at those particular items, Nigeria wonders whether we have to<br />

vote on each particular item. That is my impression.<br />

91. The PRESIDENT:<br />

Do I understand that you propose that the <strong>General</strong> <strong>Conference</strong> takes note of the report that you presented<br />

and adopt the draft resolution? Is that it?<br />

92. Mr MARSHALL (New Zealand), Chairperson of the Administrative Commission:<br />

Yes. Normally there are two documents. We have an oral report from the convenor. The excerpt of that I<br />

have done. If you now want to consider the actual resolution, it is a very simple matter. You can, if you want to,<br />

take it out of the final document. It simply states in regard to item 9.9 that the <strong>General</strong> <strong>Conference</strong>, having<br />

examined documents 30 C/42 and Corr., takes note of the documents 30 C/42 and Corr. There are two different<br />

things: Mr Wandiga has proposed adoption of this section of the report, and I do not think there is much debate<br />

about that. Nigeria is asking us to take, now or at some time, a conscious decision on the resolution itself.<br />

94. The LEGAL ADVISER:<br />

Madam President, I think the Chairperson of the Administrative Commission is quite right. Normally<br />

you have a narrative part of the report and adopt the draft resolutions proposed by the Commission. In this<br />

particular case, the <strong>General</strong> <strong>Conference</strong> considers that item 9.9 should be treated with some urgency. That is why<br />

this item was taken out of the lot. As Mr Marshall said, the draft resolution proposed by the Commission is very<br />
