8. The PRESIDENT:
Ladies and gentlemen, the meeting is reconvened. I shall now give the floor to the Chairperson of the
Credentials Committee, who will present his second report. Mr Castells, you have the floor.
9.1 M. CASTELLS (Uruguay), président du Comité de vérification des pouvoirs :
Merci, Madame la Présidente. Depuis la lecture de mon premier rapport en séance plénière le 27 octobre
1979, le Comité a reçu les pouvoirs en bonne et due forme des Etats membres suivants : Barbade, Grenade,
Nioué. Le Comité a également reçu les pouvoirs en bonne et due forme des délégations des pays suivants, qui
avaient auparavant présenté des pouvoirs provisoires : Bénin, Bolivie, Brésil, Cameroun, Chili, Djibouti, Haïti,
Hongrie, Italie, Jamahiriya arabe libyenne, Libéria, Malaisie, Malte, Maurice, Mozambique, Panama, Pérou,
Portugal, Sainte-Lucie et Venezuela. Des pouvoirs en bonne et due forme ont également été présentés par la
délégation d'Aruba, membre associé. Conformément à l'autorisation qui m'a été donnée par le Comité de
vérification des pouvoirs, je propose que la Conférence générale accepte ces pouvoirs.
9.2 En outre, les délégations suivantes, qui n'avaient pas encore présenté de pouvoirs, ont désormais
présenté des pouvoirs provisoires : Guyana, Kirghizistan, Palaos et Tadjikistan. Des pouvoirs provisoires ont
également été présentés par les Antilles néerlandaises et les Iles Vierges britanniques, membres associés. Je
propose que ces pouvoirs provisoires soient acceptés, sous réserve que les délégations de ces Etats membres et
membres associés présentent ultérieurement des pouvoirs en bonne et due forme, et que, dans l'intervalle, elles
soient autorisées à prendre part aux travaux de la présente session de la Conférence générale. Merci, Madame la
Présidente.

11. The PRESIDENT:
We now continue with our general policy debate, and I invite the first speaker of this afternoon, who is
His Excellency Mr van der Ploeg, State Secretary for Education, Culture and Science of the Netherlands. Your
Excellency, you have the floor.
12.1 Mr VAN DER PLOEG (Netherlands):
Madam President, Mr Deputy Director-General, Mr Chairperson of the Executive Board, Excellencies,
ladies and gentlemen, although he is not yet officially in office, the Netherlands would like to warmly
congratulate Mr Matsuura on his nomination as Director-General of the United Nations Educational, Cultural and
Scientific Organization. The new Director-General and the new millennium also imply a new agenda for
UNESCO. In the Dutch view, UNESCO could become millennium-proof if it sets the following seven priorities.
12.2 First, UNESCO should not be an organization for the implementation of development projects. In the
twenty-first century, UNESCO should primarily develop its knowledge function and aim not at specific
development activities in the field. The Executive Board’s Task Force on UNESCO in the Twenty-First Century
is currently developing a vision of UNESCO’s future. This Task Force will undoubtedly help the Organization to
prepare for the revolutionary changes that lie ahead of us. According to the Netherlands, this should lead to a new
UNESCO that sees itself as a global powerhouse generating development concepts for tomorrow’s world. Within
the global knowledge forum provided by the new UNESCO, such concepts can and should be translated into
crossovers to actual policy development at both regional and national levels.
