I thank my friend, the distinguished delegate of Cuba, and now call on the representative of Nigeria.
22. Ms ALUKO (Nigeria):
TheissueoftheStandingCommittee of National Commissions was first brought up at the 29th session
of the General Conference. Recently the African Group held a meeting and we were addressed by Ms Launay,
who explained to all of us that some Members had been appointed to discuss the issue. We agreed that the
National Commission is the link between UNESCO in Paris and in Nigeria, for instance, as in other Member
States. I do not understand why the Statutes dealing with National Commissions that stand in for UNESCO in
Member States should be delayed indefinitely. I therefore agree with other speakers; the African Group will want
to know from the Legal Committee what is delaying the drafting of Statutes at this 30th session of the General
Conference. Thank you.

I thank the representative of Nigeria. I shall give the floor to Mr Fernández. I should also like to stress
that I heard the representative of Cuba and took note of Cuba’s suggestion that I should put the proposal to the
Executive Board to deal with the matter expediently. Mr Fernández, you have the floor.
24.1 Sr. FERNÁNDEZ (Chile), Presidente del Comité Jurídico:
Gracias, señora Presidenta: El Comité Jurídico, como dije anteriormente, tuvo a la vista el proyecto. Sin
embargo, varias delegaciones expresaron dudas de índole técnica sobre los méritos jurídicos y técnicos de este
proyecto. Por lo tanto, las intervenciones de carácter político dentro del Comité se redujeron exclusivamente a la
expresión de opiniones generales. El proyecto fue luego analizado solamente desde el punto de vista jurídico. A
resultas del debate el Comité tomó dos decisiones por votación. Esas votaciones fueron, y paso al idioma inglés:

Je vous remercie, Madame la Présidente. Comme je l'ai déjà dit, le Comité juridique a eu le projet sous
les yeux. Toutefois, plusieurs délégations ont exprimé des réserves d'ordre technique sur les qualités juridiques et
techniques de ce projet. Par conséquent, les interventions de caractère politique au sein du Comité se sont limitées
exclusivement à l'expression d'opinions générales. Puis le projet a été analysé uniquement d'un point de vue
juridique. A l'issue du débat, le Comité a pris, par vote, deux décisions. Les résultats des votes ont été les suivants,
et je poursuivrai en anglais :

24.2 When asked whether the Draft Statutes should be referred to the Executive Board before being
considered by the Legal Committee, the Committee voted as follows: 5 in favour; 12 against; 1 abstention. On
Saturday 30 October, the question was, without prejudice to the content of the Draft Statutes contained in
document 30 C/57, whether this proposal should be considered at the present session of the Legal Committee.
The result of the vote taken was 6 in favour; 10 against; no abstentions.

que figura en el informe y cuyo detalle se somete a la consideración de los señores delegados en el documento 30

25.1 The PRESIDENT:
Thank you Mr Fernández. I think it is now clear that the Legal Committee dealt only with technicalities.
We have heard the delegates who took the floor and we all know the importance of the National Commissions.
However, I believe it would be more expedient if we dealt with this matter when we consider the relevant part of
the report of Commission I, which dealt with this matter. Can we agree to this proposal? It is so decided.
