80.1 The PRESIDENT:<br />

We shall now proceed to vote by a show of hands on the proposal put forward by Indonesia and<br />

supported by Kenya, India, Hungary, France, Thailand, Tonga, Russian Federation, United Republic of Tanzania,<br />

Philippines, Zimbabwe, Lesotho, Honduras, Nigeria and Mexico, to defer the matter to the next session of the<br />

<strong>General</strong> <strong>Conference</strong>. To make the situation clear I repeat the proposal that the amendment presented by New<br />

Zealand will not be dealt with at this <strong>General</strong> <strong>Conference</strong> but is to be deferred, along with the amendment<br />

proposed by Canada, to the Executive Board for a decision at the 31st session of the <strong>General</strong> <strong>Conference</strong>. Who is<br />

in favour of this proposal? Now who is against this proposal as presented by Indonesia? Are there any<br />

abstentions?<br />

80.2 The proposal as I worded it was voted upon by 81 countries; 47 countries were in favour, 29 countries<br />

were against and there were 5 abstentions. Thus this proposal as put forward by Indonesia and supported by a<br />

number of countries has been adopted.<br />

81. The PRESIDENT:<br />

Now may I remind you that the <strong>General</strong> Committee recommended at its sixth meeting on 8 November<br />

that Part I of the Administrative Commission's report concerning item 9.9, Staff salaries, allowances and benefits,<br />

be examined separately in plenary today with a view to clearing up the situation with regard to this item. I shall<br />

therefore invite the Chairperson of the Administrative Commission to present Part I of the Commission's report<br />

concerning item 9.9, Staff salaries, allowances and benefits. Mr Marshall, you have the floor.<br />

82. Mr MARSHALL (New Zealand), Chairperson of the Administrative Commission:<br />

Thank you, Madam President. This is an excerpt from the Administrative Commission's report and deals<br />

with item 9.9, Staff salaries, allowances and benefits, documents 30 C/42 and Corr. The item was introduced by<br />

the Chairperson, who then opened the floor for the debate. A detailed explanation concerning the amendment<br />

proposed by the President of the <strong>General</strong> <strong>Conference</strong> was provided by the first speaker, the representative of<br />

India, who suggested that this amendment should be adopted as it stood. This proposal was supported by the<br />

representatives of the following countries: Nigeria, Uruguay, Kenya, Egypt, Malaysia, Spain and Zimbabwe.<br />

However, the representatives of the following countries expressed their strong reservations about supporting a<br />

resolution details of which were not clearly provided to them by the Secretariat. They were Germany, Barbados,<br />

Libyan Arab Jamahiriya, France, Saint Lucia and Argentina. Consequently, three amendments were proposed by<br />

Germany, Barbados and Argentina, respectively. Germany proposed that a decision on this matter should be<br />

postponed by two years to the next session of the <strong>General</strong> <strong>Conference</strong>. Barbados proposed to delete the following<br />

words from paragraph 1(f) of the amendment proposed by the President of the <strong>General</strong> <strong>Conference</strong>: "on the basis<br />

of agreements reached with the staff representatives". Argentina proposed simply to take note of documents<br />

30 C/42 and Corr. After a lively debate, Madam President, regarding the priority of putting to the vote the three<br />

proposed amendments as presented above and after hearing the opinion of the Legal Adviser, the Chairperson of<br />

the Administrative Commission decided to put forward the Argentina amendment which reads as follows:<br />

"Having examined documents 30 C/42 and Corr., the <strong>General</strong> <strong>Conference</strong>, takes note of the contents of<br />

documents 30 C/42 and Corr."<br />

This proposed amendment was adopted by the Commission with 51 votes in favour, 14 votes against and<br />

19 abstentions. That is the end of the report, Madam President.<br />
