et plus particulièrement l'expérience valencienne de l'utilisation de ressources en eau peu abondantes, au service de
l'UNESCO et de ses pays membres. L'Espagne est convaincue que la diversité culturelle est une richesse et un
facteur de développement et c'est ce qu'elle a voulu mettre en évidence en convoquant le "Forum universel des
cultures - Barcelone 2004", dont l'UNESCO est le principal partenaire conformément à une décision prise par la
Conférence générale à sa 29e session. Il convient de souligner l'impulsion efficace que, rénovée, la Commission
espagnole pour l'UNESCO a su donner.
(18.15) Mais ce n'est pas seulement dans ces très nombreux programmes de coopération avec l'UNESCO qu'il
faut chercher l'engagement indéfectible de l'Espagne envers l'Organisation, mais aussi dans la défense des valeurs
morales, l'éducation au service de la paix et la défense des cultures dans leur multiplicité et leur intégration, qui
sont pour nous autant de facteurs de développement et de compréhension entre tous les êtres humains.
(18.16) Permettez-moi de conclure, Madame la Présidente, en rendant hommage dans cette Maison de la culture,
qui va instaurer la Journée mondiale de la poésie, au grand poète espagnol Rafael Alberti qui pour la dernière fois,
hier soir, a fermé les yeux dans sa terre gaditane à cette lumière qu'il a tant aimée et recherchée encore en
Amérique, à Rome et tout particulièrement dans cette escale de La Havane, qui lui permettait de se souvenir de son
port natal de Santa María et de Cadix tout entière. C'est à lui qu'aux côtés de Lorca, d'Aleixandre et de Cernuda,
nous devons notre entrée dans un des mondes les plus envoûtants de la littérature, celui des avant-gardes et du
surréalisme, celui des anges qui circulent dans les canalisations, qui rapprochent les hommes de la vie et de la
mort ; notre poète de la rue, qui a dressé un constat émouvant de nos cheminements depuis les terres d'Espagne, de
l'intérieur vers l'extérieur, et puis de nos retours. Rafael Alberti, qui ose dire que tu es mort ? Tes mots nous restent
à jamais. L'homme qui voulut être marin de terre est, depuis hier soir, marin de l'éternité. Merci beaucoup.

Madam, your country has truly much to be proud of, and I thank you very much for your excellent
intervention. May I now ask His Excellency Mr Arnaldo Valente Nhavote, Minister for Education of

20.1 Mr NHAVOTO (Mozambique): (Statement delivered in Portuguese; text in English provided by the

Madam President of the 30th session of the General Conference of UNESCO, Mr Director-General of
UNESCO, distinguished delegates, ladies and gentlemen, I would like to start by congratulating Your Excellency
on being elected to the Presidency of this General Conference. Allow me also to greet the Executive Board of
UNESCO with all my warmth, in particular its Chairperson, not only for the results achieved during this past
biennium, but also and mainly for its tenacity in accomplishing the commitments undertaken at the last
Conference and for the work done since our last General Conference. I would like also to say that my country is
greatly indebted to the Director-General, Mr Federico Mayor, for his inexhaustible initiative and spirit of
creativity in conceiving programmes that have permitted the Member States, in particular the developing
countries, to participate effectively and actively in the life of the Organization. More than simple words of
appreciation, our desire and our determination to continue to rejuvenate UNESCO will constitute the best
expression of our gratitude and the best tribute to the work performed by Professor Federico Mayor.
20.2 Madam President, this Conference is taking place in a period of rapid and profound social, political and
economic changes, in which humanity is facing new problems and challenges that need great dynamism and
dedication on our part and, above all, the systematic intervention of international organizations, in particular our
Organization. Thus we welcome the initiatives aimed at hastening changes in the functioning of UNESCO. We
would like to highlight and support the idea of transforming the Internal Statistics Division into a UNESCO
Institute of Statistics. Mozambique supports this initiative and hopes it will permit more autonomy and more
efficiency in the processing and analysing of data and a significant improvement of the quality of the statistical
information provided by UNESCO.
20.3 The present international situation, characterized by the proliferation of conflicts in various regions and
countries across the world, underlines the importance, relevance and pertinence of the United Nations system in
general and of UNESCO in particular. All through the last year, the world has been faced with conflicts and
human tragedies in Somalia, Uganda and Rwanda, in the Democratic Republic of the Congo and Sierra Leone, in
Sudan, Eritrea and Angola, amongst many others. Worse still, we have recently witnessed with great anxiety the
ugly images of terror and cruelty in Kosovo and East Timor, where even the most elementary human rights and
values were evaded, sowing death, sorrow, terror before the passivity, hesitation and double standards of the
international community. The prevalence of these conflicts, and their calamitous and horrifying consequences,
suggest that the hard work of building and maintaining peace and stability in various parts of the world must
continue. This situation makes it urgent for us to find lasting solutions for transforming the world into a place
where we can all live together.
