1.1 The PRESIDENT:<br />

Friends, as usual I should like to thank those who came on time, and propose that we wait for another<br />

five minutes. Thank you, I thank everyone who was here on time.<br />

(The meeting is suspended for five minutes)<br />

1.2 Ladies and gentlemen, I declare open the nineteenth plenary meeting of the <strong>General</strong> <strong>Conference</strong>. In<br />

order to be able to conduct this meeting I need your consent, because it has not been foreseen by the Bureau. I<br />

take it that you agree to this meeting taking place. Thank you, I am happy you agree because we have a matter<br />

which needs to be resolved.<br />

1.3 We shall now return to the item we were examining yesterday, which was Part I of the Administrative<br />

Commission’s report concerning item 9.9, “Staff salaries, allowances and benefits”. We heard the report on this<br />

particular item and the short draft resolution that was proposed, which the delegates felt did not address the issues<br />

at hand; in addition, as there was not a sufficient degree of understanding of the matter under discussion it was<br />

understandable that the delegates were not ready to take any decisions on the matter. And as we did not have any<br />

alternative proposals, and we were running out of time, we decided to continue our examination of the item at<br />

another meeting. That is why I have called this meeting today, which you have graciously agreed to attend. I hope<br />

that today we will have a proposal that will receive your support. I know that the delegation of New Zealand has<br />

asked for the floor to present a proposal to this gathering. I therefore give the floor to New Zealand.<br />

2.1 Mr MARSHALL (New Zealand):<br />

Thank you, Madam President. I would like first of all to read out the proposed resolution contained in<br />

the paper you have before you:<br />

The <strong>General</strong> <strong>Conference</strong>,<br />

1. Having examined documents 30 C/42 and Corr.,<br />

2. Takes note of the contents of documents 30 C/42 and Corr.;<br />

3. Authorizes the Director-<strong>General</strong> to introduce the seven-grade system recommended by the<br />

International Civil Service Commission as from 1 January 2000;<br />

4. Requests the Director-<strong>General</strong> to present proposals to the Executive Board at its 160th session on a<br />

new <strong>General</strong> Service staff policy;<br />

5. Further requests the Director-<strong>General</strong> to negotiate with the staff unions an agreement on standards<br />

of conduct for the future servicing of the needs of the Organization and its governing bodies;<br />

6. Regrets that Rule 52.5 of the Rules of Procedure of the <strong>General</strong> <strong>Conference</strong>, which requires the<br />

Secretariat, acting under the authority of the Director-<strong>General</strong>, to take various steps in order to<br />

facilitate the effective conduct of the <strong>General</strong> <strong>Conference</strong>, was not fulfilled at this <strong>30th</strong> session.<br />

2.2 Before proceeding further, I should like to draw your attention to one small amendment made as a result<br />

of consultation since the text was drafted this morning. It has been suggested to me that we should take items 1<br />

and 2 under category I as we often do, and that the new text should become II. I do not imagine there is much<br />

problem about that. But there was a concern which I received from several quarters, and about which I checked<br />

during the lunch hour with the Legal Adviser, about the wording in paragraph 3 because, as you might remember,<br />

there were several other recommendations made by the ICSC which we had not included. So I am proposing a<br />

small amendment to the text to make paragraph 3 read as follows: “Authorizes the Director-<strong>General</strong> to introduce<br />

the new seven-grade scales as well as other recommendations made by the ICSC as from 1 January 2000”. This<br />

simply rectifies the language in the first half and includes the recommendations that we had left out yesterday and<br />

that were omitted from my original draft. I will repeat the new wording at the end of my remarks, Madam<br />

President.<br />
