102. The PRESIDENT:<br />

I thank the representative of Guyana very much for her pertinent intervention. There are no other<br />

speakers on the list, but the Chairperson of the Executive Board has asked to make a few comments before we<br />

come to a decision. I give him the floor.<br />

103. Mr CHETSANGA (Zimbabwe), Chairperson of the Executive Board:<br />

Thank you, Madam President. I will be very brief. I think that what we all learned from this discussion is<br />

that there are certain things that could be done to expedite a particular type of project. For example, if a group is<br />

proposing an institute or proposing statutes of some type or proposals that are of a complicated nature, it is in the<br />

interest of that particular group and that project to have it go through the Executive Board for examination<br />

because there is a great deal of expertise in the Board to deal with all such issues. It is not strictly mandatory but<br />

it really helps us to streamline things and it helps the project to see the light of day much sooner. This is really<br />

what I wanted to emphasize because it will happen again in the future. People may come up with a good and<br />

interesting idea, and will submit it for inclusion in the <strong>General</strong> <strong>Conference</strong> agenda. The Secretariat is under an<br />

obligation to include it, but the issue may well run into roadblocks of this kind again. They are not really intended<br />

to obstruct a project, but in order to ensure that due process is given to it, I would simply suggest, on a general<br />

advisory note, that it should go through the Executive Board which, with its considerable expertise, will assist in<br />

expediting it. Thank you, Madam President.<br />

104. The PRESIDENT:<br />

Thank you, Mr Chairperson. I wonder whether the Chairperson of Commission I wishes to make any<br />

further comment. I think we have had quite a broad discussion this morning on this point, and have reached a<br />

consensus following clarification of the procedures followed by the Standing Committee, the Legal Committee<br />

and various other groups. Thank you very much, Ms Silvera Nuñez. I think we may now come up with a wording<br />

consistent with the proposals expressed initially by Saint Lucia and supported by many other delegates. I would<br />

now like to ask the Secretary of the <strong>General</strong> <strong>Conference</strong> to outline this proposal for your consideration.<br />

105.1 Le SECRETAIRE :<br />

Merci, Madame la Présidente. A la lumière du débat qui vient de se dérouler et dont les résultats sont<br />

assez clairs, je suggère que la Conférence générale adopte un texte très proche de celui qui est actuellement<br />

soumis à son examen dans le rapport de la Commission I, sous la forme d'une résolution qui pourrait se lire<br />

comme suit : "La Conférence générale, ayant examiné les documents 30 C/57, 30 C/76 et 30 C/76 Add. et<br />

Corr..." - cela reprend le paragraphe 9 de la section du rapport consacrée au point 6.6 que vous avez sous les<br />

yeux - "... décide que le Comité permanent des commissions nationales pour l'<strong>UNESCO</strong>, en consultation avec le<br />

Secrétariat et avec les membres du Comité juridique de la 30e session de la Conférence générale..." - ces mots<br />

correspondent à ce qui figure au paragraphe 10 - "... reverra ses statuts, qui seront examinés par le Conseil<br />

exécutif avant d'être soumis à la Conférence générale à sa 31e session".<br />

105.2 Les mots ajoutés au texte figurant dans le rapport sont donc : "le Comité reverra ses statuts, qui seront<br />

examinés par le Conseil exécutif avant d'être soumis à la Conférence générale à sa 31e session". Merci, Madame<br />

la Présidente.<br />

Thank you very much. Ladies and gentlemen, you are aware of the proposal revising the draft<br />

resolutions outlined in paragraphs 9 and 10 of the report of Commission I. This is in the spirit of what was<br />

proposed by Saint Lucia and supported by others. Do we have any comments on this text? The representative of<br />

Angola, would you like to take the floor?<br />

107. M. QUARTA (Angola) :<br />

Merci, Madame la Présidente. Je souhaite simplement proposer de remplacer "reverra ses statuts" par<br />

"reverra ce projet de statuts". Merci.<br />

Merci, Madame la Présidente, je souscris à cette modification, mais je suggère d'ajouter : "Entre-temps,<br />
