26.30 Madam President, Mr Chairperson, ladies and gentlemen, Huidobro might almost be Buddhist and echo
Bashô, the Japanese poet, in thus evoking the necessary ever-changing surface pattern of what, in essence, must
be changeless. An ancient tradition, dear to all civilizations, is that there exists a subtle link between the inner
harmony of human beings, and the balance of the natural world around us - as if we projected thereon our own
inner turmoil, or inner peace. One of the guiding principles of our Japanese ethics is just such harmony, which we
call wa, our own pronunciation of the Chinese character hé. This strong belief in harmony has endured with us to
this day. As Director-General, I should like to impart the spirit of wa. In accordance with wa, tensions should be
resolved, not through conflict, but through harmony - and not only amongst one another, but in attunement and
sensitivity to the very flow of the natural order around us. In the whirl of this changing age, let us stand firm and
faithful to our enduring purpose: “building peace in the minds of men”. Thank you.

Mr Director-General, I congratulate you again and thank you for your presentation. I have been told that
greetings between the outgoing and the incoming Director-General have never occurred before. I think it is a very
good thing that it happened today, and I see it as an excellent omen for tomorrow. May I now ask the Secretary of
the General Conference to inform Mr Matsuura, our Director-General, of some other congratulatory messages
that have just arrived.

29.1 The PRESIDENT:
Thank you, Mr Secretary. I shall now take the liberty of adding something which I should like to say
very much. I was authorized ten days ago, Sir, by Mr Vaclav Havel of the Czech Republic, who in a way is the
embodiment of the ideals of UNESCO, to transmit to you his sincerest congratulations. I meant originally to
include this in my speech to you this afternoon, but could not do so as I realized, and was also told, that I no
longer represent the Czech Republic, just as you do not represent Japan, but that we represent all the people who
are here. But I still feel that I should convey to you his congratulatory words which he said to me personally.
29.2 Distinguished delegates, ladies and gentlemen, the ceremony of investiture of the Director-General of
UNESCO has come to a close and I thank you all for your presence here today, which I think is a good omen for
the future. The meeting is adjourned.
