16.1 The PRESIDENT:
You have heard the proposal. Are there any comments or objections to these guidelines? I can see only
approval. Then I consider these guidelines adopted.
16.2 The General Committee also approved the lists of speakers for today and tomorrow, but we all
understand that the lists may be subject to minor changes as time goes on.
16.3 I should now like to acquaint you with the fact that the General Committee also examined my proposal
for the tribute to the Director-General, as set out in document 30 C/BUR/9. I should like to mention that in the
English version, fourth paragraph, there is one small amendment that we decided upon in the Bureau. The word
“could” should be replaced by “will” so the sentence should read: “During the meeting video messages recorded
by various public figures connected with UNESCO will be shown. There will also be musical interludes”. So
with this tiny but significant change, could you approve this document which I proposed? I take it that you
approve. Thank you.
16.4 During the meeting, we also examined requests by the UNESCO Staff Union and the International Staff
Association of UNESCO to take the floor during the debates on items 6.3, 9.9 and 9.10 for STU and items 9.1,
9.9 and 9.10 for AIPU. We decided to recommend that you accept that the two staff associations take the floor in
the Administrative Commission and in the Legal Committee with regard to these items. Does this proposal meet
with your approval?
16.5 I see no objection. It is therefore so decided. Thank you. The Secretary of the General Conference
wouldliketomakeacomment.

Merci, Madame la Présidente. Je voudrais appeler l'attention de la Conférence générale sur une autre
recommandation du Bureau qui porte sur l'exercice du droit de vote par les pays en retard dans le paiement de
leurs contributions. Comme vous le savez, aux termes de l'Acte constitutif, les Etats membres ayant des arriérés
de contributions, dans les conditions définies à l'article IV.C ne peuvent, en principe, participer aux votes de la
Conférence générale. Toutefois, celle-ci peut, à titre exceptionnel, les autoriser à voter dans les conditions
précisées à l'article 86 de son Règlement intérieur. Le Règlement prévoit que les Etats qui souhaitent invoquer
ces dispositions doivent adresser leurs communications à la Conférence générale au plus tard trois jours après
l'ouverture de la session. Par conséquent, ce délai expirait en principe hier au soir. Le Bureau recommande
néanmoins à la Conférence générale de le proroger, à titre exceptionnel, jusqu'au mardi 2 novembre à 13 heures.
S'agissant d'une suspension de l'application d'un article du Règlement intérieur, cette décision devrait être prise à
la majorité des deux tiers.
17.2 Si la Conférence générale approuve cette recommandation, les délégations qui souhaiteraient présenter
une communication tendant au rétablissement de leur droit de vote bénéficieront donc d'une prorogation du délai
statutaire jusqu'au mardi 2 novembre à 13 heures. Merci, Madame la Présidente.

This is an important matter that has to be decided. The General Committee recommends that this
proposal be adopted and that the proposed prolongation be approved by the General Conference. Are there any
