Thank you very much, Madam President. May I first thank the Chairperson of Commission III for his<br />

very clear report on this subject. There are two issues at stake, one procedural and the other of substance. As to<br />

procedure, my delegation believes that the text of the revised IOC Statutes should be maintained as approved by<br />

the IOC Assembly at its 20th session, since its competence is beyond all doubt and it consists of expertswho<br />

approved the text after a long and exhaustive debate, taking into account all of the legitimate interests and striking a<br />

balance between them. We therefore believe that to reopen this debate on the final day, when the report of<br />

Commission III is to be adopted, would in a sense undermine the important work done by the IOC Assembly and<br />

IOC itself, whose admirable work should not be interfered with. As to the issue of substance, we think that the<br />

wording of Article 2, as it is set out in document 30 C/63 Add., perfectly satisfies the interests of the countries that<br />

have backed the amendment tabled by Tonga, and it would therefore be unnecessary to amend or qualify the text.<br />

Instead of reopening a technical debate that has already been closed, we insist that the text be adopted as it has<br />

been presented. Thank you, Madam President.<br />

78. The PRESIDENT:<br />

Thank you. I shall call on the representative of Guatemala, to be followed by Georgia and Venezuela,<br />

then the last speaker will be Tonga again. Then, as we very likely shall not reach a consensus, I shall put the<br />

completamente la opinión del distinguido Delegado de Argentina y los delegados de Costa Rica y otros países, y<br />

manifestamos nuestro apoyo a lo resuelto en la Comisión III. Muchas gracias.<br />

Thank you very much, Madam President. I shall be very brief. I should just like to say that we fully agree<br />

with the opinion of the distinguished delegates of Argentina, Costa Rica and other countries, and we support the<br />

decision reached in Commission III. Thank you very much.<br />

Thank you very much, Madam President. I should just like to support what has been said by the<br />

distinguished delegates of Argentina, Costa Rica and Chile. Their opinions on this matter fully match ours. Thank<br />

you very much.<br />

I understand that the representative of Georgia does not wish to speak on this matter. I shall now give<br />

the floor to Tonga, but Sir, you made your point quite clearly so please be brief. We shall then put the matter to<br />

the vote.<br />

83. Mr BLOOMFIELD (Tonga):<br />

Thank you, Madam President. As this is a democracy, it is for the mover of the amendment to speak<br />

again and I thank you very much for the opportunity. The revised Statutes of IOC were originally proposed by<br />

the Executive Board and adopted by the Legal Committee, whose document included marine processes. I just<br />

remind everybody of the fact. In their wisdom Commission III have changed what had been approved by the<br />

Executive Board and adopted by the Legal Committee. I am begging for marine processes to be included as they<br />

were in the first place. Thank you, Madam President.<br />

84.1 The PRESIDENT:<br />

Thank you, Sir. An amendment has been proposed and I believe that everyone now understands what it<br />

entails. It is presented by Tonga and supported by four or five countries. It has been seconded by Belize,<br />

Malaysia, Barbados, Haiti. Other speakers have spoken in favour of retaining the original text of the document<br />

presented by Commission III.<br />

84.2 We shall first vote on the amendment. Would those in favour of the amendment proposed by Tonga<br />

please raise your hands? Thank you. Who is against? May I now have the abstentions. Please be patient while we<br />

do some mathematics, which I am unable to do in English.<br />
