30. The PRESIDENT:
We shall now examine item 1.7 of the agenda, “Admission to the work of the General Conference of
observers from non-governmental organizations other than those maintaining formal relations with UNESCO,
and recommendations of the Executive Board thereon”. The document concerned is 30 C/10. In conformity with
Rules 7 and 88.1(d) of the Rules of Procedure, I invite the Chairperson of the Executive Board to present to us
the latter’s recommendations concerning this matter.
31. Mr CHETSANGA (Zimbabwe), Chairperson of the Executive Board:
Madam President, Mr Director-General, distinguished delegates, ladies and gentlemen, I should not
wish to spend too much time now on presenting this item because of the explicit recognition over the past decade
of NGOs’ presence on the United Nations scene. We are all aware today more than ever that the presence of the
NGO community is a reality in the conduct of international cooperation for the development and maintaining of
peace and stability. The participation of NGOs maintaining operational relations with UNESCO and
organizations maintaining relations with UNESCO under the Directives concerning UNESCO’s relations with
foundations and similar institutions and of organizations not having official relations with UNESCO is governed
by Rule 7 of the Rules of Procedure of the General Conference which stipulates that: “The General Conference,
on the recommendation of the Executive Board, and by a two-thirds majority of members present and voting,
may admit as observers at specified sessions of the Conference or of its commissions representatives of
international non-governmental or semi-governmental organizations”. The Executive Board, in
125 EX/Decision 6.2, established the procedures governing requests from the NGOs, thus drawing a distinction
between, on the one hand, NGOs having operational relations with UNESCO and foundations and other similar
institutions and, on the other hand, organizations not maintaining official relations with UNESCO. At its
157th session, the Executive Board examined the requests received from 73 international NGOs and one
foundation. They are listed in the annex to document 30 C/10. Madam President, the Executive Board
recommends that these organizations be invited to participate in the 30th session of the General Conference as
observers in the debates on the agenda items relating to their fields of competence. I thank you.
32.1 The PRESIDENT:
I thank the Chairperson of the Executive Board and I submit the Board’s recommendations as contained
in document 30 C/10 for your approval. If there are no objections I suggest that you accept this recommendation
unanimously.
32.2 The draft resolution is adopted.

Ladies and gentlemen, we now move to item 13.1, “Request for the admission of Palestine to
UNESCO”. The documents related to this item are 30 C/48 and 30 C/48 Add. I invite the Chairperson of the
Executive Board to present the Board’s recommendations on this subject.

Madam President, permit me to extend to you my warmest congratulations on your assuming this
important responsibility of presiding over UNESCO’s supreme governing body, the General Conference.
