30. The PRESIDENT:<br />

We shall now examine item 1.7 of the agenda, “Admission to the work of the <strong>General</strong> <strong>Conference</strong> of<br />

observers from non-governmental organizations other than those maintaining formal relations with <strong>UNESCO</strong>,<br />

and recommendations of the Executive Board thereon”. The document concerned is 30 C/10. In conformity with<br />

Rules 7 and 88.1(d) of the Rules of Procedure, I invite the Chairperson of the Executive Board to present to us<br />

the latter’s recommendations concerning this matter.<br />

31. Mr CHETSANGA (Zimbabwe), Chairperson of the Executive Board:<br />

Madam President, Mr Director-<strong>General</strong>, distinguished delegates, ladies and gentlemen, I should not<br />

wish to spend too much time now on presenting this item because of the explicit recognition over the past decade<br />

of NGOs’ presence on the United Nations scene. We are all aware today more than ever that the presence of the<br />

NGO community is a reality in the conduct of international cooperation for the development and maintaining of<br />

peace and stability. The participation of NGOs maintaining operational relations with <strong>UNESCO</strong> and<br />

organizations maintaining relations with <strong>UNESCO</strong> under the Directives concerning <strong>UNESCO</strong>’s relations with<br />

foundations and similar institutions and of organizations not having official relations with <strong>UNESCO</strong> is governed<br />

by Rule 7 of the Rules of Procedure of the <strong>General</strong> <strong>Conference</strong> which stipulates that: “The <strong>General</strong> <strong>Conference</strong>,<br />

on the recommendation of the Executive Board, and by a two-thirds majority of members present and voting,<br />

may admit as observers at specified sessions of the <strong>Conference</strong> or of its commissions representatives of<br />

international non-governmental or semi-governmental organizations”. The Executive Board, in<br />

125 EX/Decision 6.2, established the procedures governing requests from the NGOs, thus drawing a distinction<br />

between, on the one hand, NGOs having operational relations with <strong>UNESCO</strong> and foundations and other similar<br />

institutions and, on the other hand, organizations not maintaining official relations with <strong>UNESCO</strong>. At its<br />

157th session, the Executive Board examined the requests received from 73 international NGOs and one<br />

foundation. They are listed in the annex to document 30 C/10. Madam President, the Executive Board<br />

recommends that these organizations be invited to participate in the <strong>30th</strong> session of the <strong>General</strong> <strong>Conference</strong> as<br />

observers in the debates on the agenda items relating to their fields of competence. I thank you.<br />

32.1 The PRESIDENT:<br />

I thank the Chairperson of the Executive Board and I submit the Board’s recommendations as contained<br />

in document 30 C/10 for your approval. If there are no objections I suggest that you accept this recommendation<br />

unanimously.<br />

32.2 The draft resolution is adopted.<br />

33. The PRESIDENT:<br />

Ladies and gentlemen, we now move to item 13.1, “Request for the admission of Palestine to<br />

<strong>UNESCO</strong>”. The documents related to this item are 30 C/48 and 30 C/48 Add. I invite the Chairperson of the<br />

Executive Board to present the Board’s recommendations on this subject.<br />

34.1 Mr CHETSANGA (Zimbabwe), Chairperson of the Executive Board:<br />

Madam President, permit me to extend to you my warmest congratulations on your assuming this<br />

important responsibility of presiding over <strong>UNESCO</strong>’s supreme governing body, the <strong>General</strong> <strong>Conference</strong>.<br />
