42. The PRESIDENT:
I thank the distinguished delegate of Ukraine. I now call Mauritania, to be followed by Viet Nam.
43.1 M. OULD KHALIFA (Mauritanie) :
Madame la Présidente, je voudrais tout d'abord, si vous le permettez, vous féliciter de la manière dont
vous avez dirigé nos travaux lors de cette 30e session de la Conférence générale qui tire à sa fin. Je voudrais
aussi m'associer à tous les délégués des autres nations du monde pour rendre un vibrant hommage à M. Mayor,
qui a été un immense directeur général pour cette Organisation qui se présente comme la conscience de
l'humanité. Je voudrais le féliciter pour de multiples raisons, parmi lesquelles je citerai - sans oublier le projet de
Mémorial de Gorée, ou le projet relatif à la Route de l'esclave sur lequel je reviendrai - le grand projet envisagé
par l'Organisation et présenté par le Directeur général, à savoir le dialogue interculturel et l'Année internationale
de la culture de la paix, projet auquel, je le réaffirme à la face du monde, ici représenté par vous, honorables
délégués, mon pays souscrit sans réserve.
43.2 Je rappellerai que, très récemment, la Mauritanie - ceux qui suivent l'actualité internationale le savent - a
fait un grand pas en avant pour promouvoir le dialogue dans le conflit du Moyen-Orient. La Mauritanie va établir
très bientôt des relations diplomatiques avec l'Etat d'Israël dans le but de donner l'exemple à l'ensemble des autres
pays arabes, de montrer que le développement et l'avenir de l'humanité sont intiment liés à la paix.
43.3 Je féliciterai par ailleurs le Directeur général, comme l'ont fait tous les délégués ici présents, d'avoir
assuré, au cours de ses deux mandats successifs, l'achèvement de l'Histoire générale de l'Afrique qui rend à ce
continent sa mémoire et lui permet de regarder en face son passé.
43.4 Il est un point qui retient particulièrement mon attention : celui qui a trait à La Route de l'esclave et à
La traite négrière transatlantique et l'esclavage : un crime contre l'humanité. Dans le cadre du dialogue ultérieur
que va promouvoir l'UNESCO à ce sujet - car ce dialogue est une des bases de la paix - l'Afrique, ce continent
meurtri, avec ses 20 millions d'hommes déportés, lancés sur l'océan Atlantique ou encore exploités pendant cinq
siècles, mérite qu'on envisage des réparations. Ces réparations pourraient éventuellement revêtir la forme
d'investissements qui l'aideraient à se relever et à participer au développement du monde futur, aussi bien
économique que culturel. Je renouvelle mes remerciements au Directeur général.

45.1 Ms LE HOANG CUC (Viet Nam):
Thank you, Madam Presidentю Distinguished delegates, ladies and gentlemen, I strongly endorse the
transdisciplinary project “Towards a culture of peace” in document 30 C/5, especially the programmes
concerning education for a culture of peace, intercultural dialogue, cultural pluralism and human rights,
democracy and tolerance. We perceive these efforts as presenting an exceptional means of fostering personal
development and building relationships among individuals, groups and nations. For this reason, importance
should be attached to peace education, which covers the basic content and principles of peace and coexistence,
such as respect for the basic rights of human beings and nations, cultural diversity, the practice of tolerance and
so forth. We welcome the establishment of a department of education for a culture of peace in the Education
Sector and we look forward to UNESCO’s assistance, especially in the field of curriculum revision, teacher
training and teaching materials on the culture of peace.
45.2 On this occasion I would like to bring to your attention the message delivered by our Prime Minister on
the occasion of the launching ceremonies for the International Year for the Culture of Peace held on
14 September in Hanoi: “Viet Nam welcomes and highly appreciates the United Nations initiative taken by
UNESCO to commemorate the year 2000 as the International Year for the Culture of Peace and, along with other
nations in the world, we actively contribute to building a sustainable peace for human beings”.
45.3 Madam President, having suffered many terrible wars, the Vietnamese understand more clearly than
anyone else how precious peace is and have been striving for it for a number of decades. We have actively
participated in various UNESCO activities connected with the culture of peace. A national seminar on the culture
of peace was held in Hanoi in May this year. The International Year for the Culture of Peace was launched in
Hanoi, UNESCO City of Peace prizewinner, on 14 September. The UNESCO Manifesto on the Culture of Peace
has been translated into Vietnamese and we are now preparing for a national seminar on “Education for a culture
of peace” for UNESCO Associated Schools in Viet Nam, to be held in December. We are also planning to
organize, under the Participation Programme, a subregional conference on Asian women and the culture of peace
in Hanoi next year. We feel confident that, given our strong and positive collaboration with the UNESCO Office
in Hanoi and our firm intention to involve other United Nations agencies, our efforts will be successful.
