This is what we have to adopt first, for the reasons mentioned above. Can we adopt this short paragraph?<br />

56.2 The resolution in paragraph 05100, subparagraph (a)(i), of document 30 C/5 relating to the International<br />

Year for the Culture of Peace is adopted.<br />

56.3 The second resolution before us is the resolution proposed by the Executive Board in paragraph 27 of<br />

document 30 C/6, “Recommendations by the Executive Board on the Draft Programme and Budget for 2000-<br />

2001”. It concerns the whole of the transdisciplinary project “Towards a culture of peace”. Again, to make things<br />

simpler and easier to understand, you will find the text of the resolution on the sheet that was distributed to you,<br />

and of course you have a copy of document 30 C/6 in your file. Would you kindly look at paragraph 27; I would<br />

rather not read it out because it is fairly lengthy, but will do so if you wish. I hope it will meet with your<br />

approval. The representative of El Salvador has the floor.<br />

57.1 Sra. CUBÍAS MEDINA (El Salvador):<br />

Gracias, señora Presidenta: En este sentido, la Delegación de El Salvador quisiera proponer un añadido<br />

al párrafo 1 del proyecto de resolución que se está presentando. Dicho párrafo dice así, y leo desde el principio:<br />

“Invita al Director <strong>General</strong> a seguir reforzando, en consonancia con la Estrategia a Plazo Medio 1996-2001, la<br />

coherencia de las estrategias de la <strong>UNESCO</strong> encaminadas a fomentar una cultura de paz, como expresión de su<br />

cometido fundamental al que todas las actividades de la Organización deben contribuir”; a lo cual proponemos<br />

añadir: “y a aportar la plena contribución de la Organización para llevar a la práctica el Programa de Acción<br />

sobre la Cultura de Paz adoptado por la Asamblea <strong>General</strong> de las Naciones Unidas (Resolución 53/243)”.<br />

57.2 La modificación propuesta está en consonancia con el apoyo que siempre ha prestado la <strong>UNESCO</strong> a las<br />

actividades destinadas a poner en marcha los programas. Podemos recordar, en este sentido, el Primer Foro<br />

Internacional sobre la Cultura de Paz, celebrado en 1994 en San Salvador, donde se prestó pleno apoyo a ese tipo<br />

de actividades. Considerando que el propio Proyecto transdisciplinario recomienda la elaboración de programas<br />

nacionales de acción, quisiéramos que se tuviera también en cuenta el compromiso de esos programas nacionales<br />

con los contenidos del Programa de Acción de las Naciones Unidas, de manera que, si se ajusta a dichos<br />

contenidos, un programa nacional pueda gozar nuevamente del apoyo de la <strong>UNESCO</strong> para llevar a cabo las<br />

actividades previstas. Gracias.<br />

Thank you, Madam President. The delegation of El Salvador wishes to propose an addition to<br />

paragraph 1 of the draft resolution that has been submitted. That paragraph reads as follows, and I shall read from<br />

the beginning: “Invites the Director-<strong>General</strong> to further develop, in line with the Medium-Term Strategy for 1996-<br />

2001, the coherence of <strong>UNESCO</strong>’s strategies fostering a culture of peace, as the expression of its fundamental<br />

mandate to which all of <strong>UNESCO</strong>’s activities must contribute;” to which we propose to add: “and to provide the<br />

Organization’s full contribution to implementation of the Programme of Action on a Culture of Peace adopted by<br />

the <strong>General</strong> Assembly of the United Nations (Resolution 53/243)”.<br />

(57.2) The proposed amendment is in keeping with the support that <strong>UNESCO</strong> has always given to activities<br />

aimed at programme implementation. We may recall, in this regard, the first International Forum on the Culture of<br />

Peace, held in San Salvador in 1994, at which full support was given to this type of activity. Considering that the<br />

transdisciplinary project itself recommends the preparation of national programmes of action, we should also like<br />

account to be taken of those national programmes’ conformity with the contents of the United Nations Programme<br />

of Action, so that if a national programme conforms with those contents, it may again receive <strong>UNESCO</strong> support to<br />

carry out the activities planned. Thank you.<br />

distinguish the amendment itself from the commentary.<br />
