(11.4) At the international level, the Permanent Mission of El Salvador to the United Nations at Geneva was the
main sponsor of a draft resolution in April 1999 entitled “Towards a culture a peace” submitted at the 55th session
of the Commission on Human Rights. Our Permanent Mission in New York also played a leading role in the
discussions leading to the approval of the Declaration and Programme of Action on the Culture of Peace, adopted
in connection with the proclamation of the year 2000 as International Year for the Culture of Peace. In that regard,
on 12 October last, the Permanent Mission submitted a draft resolution sponsored by the Central American
countries, Panama and the Dominican Republic, in which Member States were invited to take the necessary steps
to commemorate the International Year for the Culture of Peace and to include the item “Towards a culture of
peace” in the provisional agenda of the fifty-fifth session of the General Assembly.
(11.5) The Government of El Salvador now has a “New Alliance” plan. The project “Towards a culture of
peace” has been expressly included in the government’s programme for 1999-2004 entitled “the New Alliance”,
especially because it implies an alliance for security, under which strategic and operational areas of action, which
the new government is required to implement as a priority, have been established. In that connection, the
preparation of a national plan of action on the culture of peace is a priority for our country.
(11.6) In the context of “the New Alliance”, the organizing committee of the Peace Festivals is currently
drafting the National Plan of Action on the Culture of Peace, and in so doing is also complying with the provisions
of the United Nations Declaration and Programme of Action on the Culture of Peace adopted recently in
connection with the International Year for the Culture of Peace and the International Decade for a Culture of Peace
and Non-Violence for the Children of the World. From the standpoint of the social prevention of delinquency, this
National Plan of Action is directed specially at vulnerable sectors such as women, young people, boys and girls,
who are the victims of situations of violence. For its part, the committee, composed of representatives of
governmental and non-governmental organizations with experience in dealing with these vulnerable groups, works
on a multidisciplinary basis. The Plan includes, among other things, the fields of education, culture,
communication and sport. Lastly, it must be stressed that both the government and society, with their specialized
bodies, have established programmes for the prevention and peaceful settlement of conflicts, such programmes
being intended for social sectors inclined to violence. The aim is thus to eradicate from the minds of young people
the propensity to use force and violence, and to encourage them to think in terms of a culture of peace which would
help further strengthen efforts to bring peace and democracy to El Salvador. Thank you very much, Madam

Заслушав доклады председателей Комиссии, делегация Российской Федерации с удовлетворением
отмечает то большое внимание, которое получила тема культуры мира на нынешней сессии Генеральной
конференции. Полагаем, что это вполне естественно. Ведь речь идет по существу о самой важной части
мандата ЮНЕСКО: укрепление мира в умах людей как альтернатива культу войны и насилия. Без
преувеличения можно сказать, что во многом от того насколько успешно ЮНЕСКО выполнит эту свою
уставную функцию, будет зависеть реальный вес и влияние нашей Организации в системе Организации
Объединенных Наций и международных отношений в целом, ее облик в XXI веке. Жизнь с ее острыми
конфликтами и противоречиями каждодневно подтверждает, что культура мира – это не просто
благородный идеал, а своеобразный императив поведения, которому должны следовать государства и
правительства, политики и общественные деятели, родители и педагоги. Вот почему культура мира стала
одной из самых востребованных концептуальных идей ЮНЕСКО за последнее десятилетие. Ее
всестороннее обоснование и развитие – это наиболее ценное интеллектуальное наследие, которое
оставляет нам Генеральный директор Федерико Майор. Недавнее принятие Генеральной Ассамблеей
Организации Объединенных Наций Декларации и программы действий по культуремираявляетсяярким
подтверждением того, что идеи культуры мира все глубже проникают в сознание людей, получают
поддержку все более широкого круга государств. Должен сказать, что это полностью отвечает целям и
задачам внешней политики России, выступающей за формирование международных отношений на
основе силы права, равноправного сотрудничества, соблюдения прав и свобод человека. Не случайно
многие положения Декларации и программы созвучны концепции мира XXI века, с инициативой
формирования которой на саммите восьмерки в Кельне выступил Президент России Борис Ельцин.
Россия воспринимает Декларацию и программу действий как выражение воли международного
сообщества, направленной на то, чтобы решительно и последовательно противостоять проявлениям
насилия, межнациональной и межрелигиозной нетерпимости, экстремизма во всех его формах и
проявлениях. Важность этого противостояния мы особенно остро ощущаем сейчас, столкнувшись с
беспрецедентным вызовом международного терроризма. Большой интерес в России к принципам
культуры мира обусловлен и специфическими проблемами становления демократических институтов и
зарождения гражданского общества в нашей стране в переходный период. В многонациональной и
многоконфессиональной России широкий отклик находят заключенные в концепции культуры мира
