and it would have greater weight. But I do not want to disturb anything and I want the proposals in front of us to<br />

be adopted, I hope, by consensus and unanimously. Thank you.<br />

51. The PRESIDENT:<br />

Thank you very much. If I may be so presumptuous as to propose something, would you agree,<br />

Mr Marshall, with us dealing with paragraphs l to 5 as presented and amended by you and have paragraph 6, if<br />

the United Kingdom is in agreement, and with whatever words of appreciation might be recommended, dealt with<br />

separately?<br />

52. Mr MARSHALL (New Zealand):<br />

I think so, Madam President. I think that to pick up the concern that Saint Lucia has, and which I share, I<br />

might talk with the Rapporteur of the Commission to make sure that the report to the <strong>Conference</strong> reflects this<br />

concern on behalf of the Administrative Commission as well, because we felt it quite keenly there.<br />

53. The PRESIDENT:<br />

Any additional items that were proposed, such as the appreciation of your good self, Sir, need not be<br />

discussed now. They could go through the Bureau, I presume.<br />

54. Mr MARSHALL (New Zealand):<br />

I would not wish to make a comment about that.<br />

Saint Lucia, you have the floor.<br />

56. Ms LACOEUILHE (Saint Lucia):<br />

Madam President, I want to know what amendments you are including and what amendments you are<br />

excluding.<br />

57. The PRESIDENT:<br />

I will ask Mr Marshall to make that clear.<br />

58. Mr MARSHALL (New Zealand):<br />

The position now is that what we did last night becomes section I. The new text becomes section II. The<br />

significant alteration is in what is currently paragraph 3, which now reads as follows: “Authorizes the Director-<br />

<strong>General</strong> to introduce the new seven-grade scales as well as other recommendations made by the International<br />

Civil Service Commission as from 1 January 2000”. Paragraphs 4 and 5 stand, and the rest is referred on to the<br />

<strong>General</strong> Committee of the <strong>Conference</strong>. So the proposal, Madam President, is to place the new text under II and to<br />

make that one change in order to include the other recommendations in the present paragraph 3.<br />

This is quite clear. Thank you, Sir.<br />

60. Ms LACOEUILHE (Saint Lucia):<br />

I am sorry, Madam President, but it is not clear. I still do not understand what happened to the United<br />

Kingdom amendment, and I do not understand what is happening to paragraph 3 that concerns our methods of<br />

work, like delegating to the Executive Board the authority to decide upon the recommendations of the<br />

International Civil Service Commission. This is clearly about methods of work and was introduced by India and<br />

supported by many countries. I also want to understand what is happening to this paragraph.<br />

61. The PRESIDENT:<br />

The author of the whole text does not recommend the Indian amendment and I should like to hear<br />

India’s reaction to that because I can see its representative asking for the floor.<br />

62. Mr RAO (India):<br />

Madam President, I think my suggestion was that paragraph 3 in Part III of document 30 C/66 be added<br />

as paragraph 6 to this draft resolution. It is not controversial. It is simply telling this <strong>General</strong> <strong>Conference</strong> to<br />

delegate to the Executive Board. In my explanation I said that this is the case in all other specialized agencies,<br />

where the Board, rather than the <strong>General</strong> <strong>Conference</strong> approves <strong>General</strong> Service salaries. In this I received support<br />

from a number of delegates in their interventions. So if you think it is appropriate and Mr Marshall does not see<br />

any objection it could be inserted as the last paragraph of this resolution. But as I said before, I think we should<br />

adopt this unanimously. I would not wish it to be held up by any amendment. Thank you.<br />
