Sir, this is quite a pertinent remark, so we have to consider whether such a change can still be made. I
understand your point, coming as you do from a country which does not carry any guilt in the slave trade, but
which might, nevertheless, be affected by its consequences. I wish to ask the Chairperson of the Commission
whether he thinks that this can be considered or whether we shall foresee it in the future, because any analysis
should in fact take this aspect into account.
14. M. VASSILIKOS (Grèce), Président de la Commission IV :
Madame la Présidente, je me réfère à la page 20 de la version française du rapport écrit de la
Commission, où la formulation employée est la suivante : "... sur la nécessité d'étendre et d'approfondir l'étude de
leur impact sur l'Europe, l'Afrique, les Amériques et le reste du monde". Oui, rien ne s'oppose à ce que l'on utilise
le mot "conséquences".
15. The PRESIDENT:
I understand that this is reflected in the report, as you will see from the second operative paragraph of
the draft resolution contained in paragraph 30 of the Commission’s report, which invites the Director-General,
especially within the framework of the World Conference on Racism and Racial Discrimination, to submit
“updated findings and data, within the framework of the Slave Route project, on the root causes, the methods and
the consequences of the slave trade and slavery”. The following operative paragraph likewise refers to the “need
to broaden and examine in more detail study of their impact on Europe, Africa, the Americas and the rest of the
world”. Does this meet your concern? I give the floor to the representative of Benin.

Merci, Madame la Présidente. J'ai insisté surtout pour que mention soit faite des conséquences dans le
corps même du rapport, faute de quoi il y aurait comme un hiatus entre la résolution que nous avons adoptée et le
rapport qui a amené à l'adopter. Il importe à mon sens que nos résolutions soient motivées. Merci, Madame la
Présidente.

Yes, Sir, I understand, your proposal has already been seconded by the representative of Belize. I think
it can be accommodated. I believe there is a consensus on this proposal, that the consequences be mentioned in
the main body of the text. I see no objection. Very well, thank you, Sir. I now give the floor to the representative
of Mauritania.
18. M. OULD KHALIFA (Mauritanie) :
Merci, Madame la Présidente. Je voudrais poser une question au Président de la Commission et la
soumettre à la réflexion générale. Comme je l'ai dit il y a deux jours dans ce même contexte, puisqu'il a été
reconnu que l'esclavage constitue un crime contre l'humanité, ne pourrait-on pas, lors de débats ultérieurs sur ce
problème, envisager des réparations au bénéfice de l'Afrique ? D'autres crimes contre l'humanité qui ont été jugés
voici quelques années ont donné lieu à des réparations. L'Afrique a subi durant plusieurs siècles des saignées
successives - au bas mot, 20 millions d'individus. La communauté internationale ne pourrait-elle pas, par esprit
de justice, envisager des réparations, qui ne seraient pas seulement morales, mais aussi matérielles, je dirais
même économiques, sous forme de transferts financiers ou d'investissements visant à aider l'Afrique à se relever ?

Je voudrais d'abord m'associer à cette intervention et ensuite aborder un autre point, celui qui a trait au
patrimoine culturel subaquatique. Puis-je prendre maintenant la parole sur ce sujet ou dois-je attendre la fin du
débat en cours ?

sur la protection du patrimoine culturel subaquatique. J'estime qu'il s'agit d'une convention très importante et
nous avons suivi les différentes réunions qui ont eu lieu en vue de résoudre ce problème complexe. Mes
