Thank you, Sir. And I give the floor to the representative of Belize.
32. Mr TOURÉ (Belize):
I concur with my colleagues who have spoken earlier from the Pacific and the Caribbean. I am speaking
on behalf of Belize, and for any block or group of countries. Belize was entrusted by this Organization in 1996
with the task of protecting the largest coral reef in the western hemisphere. In 1990, we received the first Global
Environment Facility (GEF) grant to strengthen our coastal zone management capacity. Since that time we have
established a coastal zone management authority and a coastal zone management institute. We have subsequently
received a further GEF grant to strengthen our coastal management capacity. In that context we have established
a national marine research centre. I think we know what coastal management is about: the broad definition of
coastal areas is simply not technically adequate to cope with the integrated management of coastal areas. In order
not to delay you and to deter you with all kinds of big science, the problem is this: the coastal areas are especially
threatened by the activities of the terrestrial zone, and we need a proper understanding of the marine processes.
This is not just an issue for small islands; there have been floods in southern France and hurricane Minnie, a late
season storm, is at this moment threatening Puerto Rico and Haiti and many islands in the Caribbean. Such things
will happen more and more often. Unless we get to understand the intimate link between what we do to the sea
and what happens on land, Madam President, all our legal resolutions will be for nought. I will again take the
floor later this afternoon, but I must strongly support the Tongan statement and of course Haiti’s intervention.

I thank the representative of Belize. I do hope that you will all raise this matter again this afternoon,
when Commission III will be presenting its report. We are now dealing really with the technicalities;
nevertheless, I am glad we heard your comments, as no doubt they are justified. Are there other comments? I
therefore consider that the plenary takes note of the fifth report of the Legal Committee. It is so decided.
33.2 I now invite the Chairperson of the Legal Committee to present the seventh report of the Committee on
item 6.5, concerning the draft amendment to the Rules of Procedure of the General Conference. The related
document is 30 C/79. Mr Fernández, you have the floor.
34. M. FERNÁNDEZ (Chili), Président du Comité juridique :
Merci beaucoup, Madame la Présidente. Ce projet vise à permettre au Comité juridique de siéger entre
deux sessions de la Conférence générale, à l'instar du Comité du Siège, la nécessité s'étant fait sentir de disposer
d'un organe composé d'Etats membres qui puisse être consulté sur des questions juridiques pendant cet intervalle
de temps. Dans cette perspective, certains membres du Comité ont exprimé des doutes quant à la possibilité pour
eux de participer aux réunions du Comité, étant donné le manque ou l'insuffisance de moyens des Etats membres
dont ils sont les représentants. Il a été reconnu à cet égard que des ressources devraient être dégagées pour les
aider à couvrir leurs frais de participation. Le Comité a décidé de recommander à la Conférence générale
d'adopter le projet de résolution figurant au paragraphe 7 de son rapport qui tend à ajouter un troisième
paragraphe à l'article 37 du Règlement intérieur de la Conférence. Je vous remercie, Madame la Présidente.

Merci, Madame la Présidente. Pour plus de précision, je donnerai lecture du paragraphe 3, tel qu'il a été
adopté et est proposé par le Comité juridique : "3. Le Comité constitué pour une session de la Conférence
générale se réunit chaque fois que nécessaire avant l'ouverture de la session ordinaire suivante de ladite
Conférence sur convocation du Président de cette dernière agissant de sa propre initiative ou sur demande du
Conseil exécutif". Merci, Madame.
