1.1 The PRESIDENT:
Distinguished delegates, I should like to thank those who are on time, but shall have to suspend the
meeting for five minutes pending a quorum.
(The meeting is suspended for five minutes)
1.2 I declare open the twenty-third plenary meeting of the General Conference. I should like to begin with a
brief report on the ninth meeting of the General Committee held earlier this morning. You may recall that during
the nineteenth plenary meeting on 11 November, the General Conference adopted a draft resolution on item 9.9
proposed by New Zealand. As was suggested by many members present, the plenary did not adopt paragraph 6 of
the said resolution but referred it instead to the General Committee to decide whether it should become a separate
resolution. I shall now read to you the text of the paragraph in question, which refers to Rule 52, paragraph 5, of
the Rules of Procedure of the General Conference:
“The General Conference,
Regrets that Rule 52.5 of the Rules of Procedure of the General Conference, which requires the
Secretariat, acting under the authority of the Director-General, to take various steps in order to facilitate
the effective conduct of the General Conference, was not fulfilled at this 30th session”.
The General Committee recommended to the plenary that this paragraph be included in the resolution under the
heading “Organization of the work of the session” in Volume 1, Resolutions, 30th session, should you decide to
retain the paragraph. Are there any comments? I see none. I therefore consider that you approve the
recommendation of the General Committee. It is so decided.

2. The PRESIDENT:
The General Committee also decided to recommend to the plenary that Commissions II and V hold
successive rather than simultaneous meetings on Tuesday morning for the adoption of their reports in order to
facilitate matters for the delegations. The schedule recommended is 9.30 a.m. for Commission II and 11.30 a.m.
for Commission V. The General Committee also recommended that the joint meeting of the Administrative
Commission and the programme commissions scheduled for Tuesday afternoon should begin at 2 p.m. and not at
3 p.m. so as not to overlap so much with the plenary. Are there any comments or objections? I see none. Itisso
decided.
