1.1 The PRESIDENT:<br />

Distinguished delegates, I should like to thank those who are on time, but shall have to suspend the<br />

meeting for five minutes pending a quorum.<br />

(The meeting is suspended for five minutes)<br />

1.2 I declare open the twenty-third plenary meeting of the <strong>General</strong> <strong>Conference</strong>. I should like to begin with a<br />

brief report on the ninth meeting of the <strong>General</strong> Committee held earlier this morning. You may recall that during<br />

the nineteenth plenary meeting on 11 November, the <strong>General</strong> <strong>Conference</strong> adopted a draft resolution on item 9.9<br />

proposed by New Zealand. As was suggested by many members present, the plenary did not adopt paragraph 6 of<br />

the said resolution but referred it instead to the <strong>General</strong> Committee to decide whether it should become a separate<br />

resolution. I shall now read to you the text of the paragraph in question, which refers to Rule 52, paragraph 5, of<br />

the Rules of Procedure of the <strong>General</strong> <strong>Conference</strong>:<br />

“The <strong>General</strong> <strong>Conference</strong>,<br />

Regrets that Rule 52.5 of the Rules of Procedure of the <strong>General</strong> <strong>Conference</strong>, which requires the<br />

Secretariat, acting under the authority of the Director-<strong>General</strong>, to take various steps in order to facilitate<br />

the effective conduct of the <strong>General</strong> <strong>Conference</strong>, was not fulfilled at this <strong>30th</strong> session”.<br />

The <strong>General</strong> Committee recommended to the plenary that this paragraph be included in the resolution under the<br />

heading “Organization of the work of the session” in Volume 1, Resolutions, <strong>30th</strong> session, should you decide to<br />

retain the paragraph. Are there any comments? I see none. I therefore consider that you approve the<br />

recommendation of the <strong>General</strong> Committee. It is so decided.<br />

2. The PRESIDENT:<br />

The <strong>General</strong> Committee also decided to recommend to the plenary that Commissions II and V hold<br />

successive rather than simultaneous meetings on Tuesday morning for the adoption of their reports in order to<br />

facilitate matters for the delegations. The schedule recommended is 9.30 a.m. for Commission II and 11.30 a.m.<br />

for Commission V. The <strong>General</strong> Committee also recommended that the joint meeting of the Administrative<br />

Commission and the programme commissions scheduled for Tuesday afternoon should begin at 2 p.m. and not at<br />

3 p.m. so as not to overlap so much with the plenary. Are there any comments or objections? I see none. Itisso<br />

decided.<br />
