3.1 The PRESIDENT:
Ladies and gentlemen, we have reached the final phase of our work of the 30th session, during which we
shall decide on the venue of the 31st session of the General Conference and then adopt the reports of the various
commissions and committees. We shall begin with agenda item 12.1, “Venue of the 31st session of the General
Conference”. The document for this item is document 30 C/47. The Executive Board has already adopted a
decision on this matter in 157 EX/Decision 7.3, which is reproduced in document 30 C/47 before you.
3.2 We are asked to adopt a draft resolution contained in paragraph 6 of that same document, which reads as
follows:
“The General Conference,
1. Having regard to the provisions of Rules 2 and 3 of the Rules of Procedure of the General
Conference,
2. Considering that, on the date fixed by Rule 3, no Member State had invited the General Conference
to hold its 31st session on its territory,
3. Decides to hold its 31st session at the Headquarters of the Organization in Paris”.
Are there any objections? I see none. Therefore it is so decided. We shall meet in Paris in 2001-2001, it sounds
unreal, for it is in the next millennium that we shall be meeting for the 31st session.

4.1 The PRESIDENT:
Now, the rest of this plenary meeting will be devoted to the examination of the reports of the
Nominations Committee and the Administrative Commission. Before we proceed, I wish to remind the
distinguished delegates that, in conformity with the procedure introduced at the 28th session of the General
Conference, the reports submitted to you will be examined as a whole. In other words, the chairperson of each
commission and committee will report on all the items that were examined, as well as all the resolutions
submitted to the plenary for approval, except, of course, if a delegation wishes to raise a particular issue.
However, delegations wishing to take the floor can do so only once the presentation of the whole report is
completed. I should also like to inform you that all suggestions concerning improvements of style or language or
misspelled words of reports, as well as corrections of translation errors in the different language versions, should
be conveyed in writing to the secretaries of the commissions and committees concerned or to the Secretariat of
the General Conference. All such corrections will be incorporated into the final version. We can thus avoid long,
fastidious and, in fact, unnecessary debates. But the corrections will of course be made.
4.2 After these preliminary remarks, we shall now turn to the examination of the report of the Nominations
Committee. The pertinent document is document 30 C/72. I invite the Chairperson of the Nominations
Committee to take the floor.
5.1 M. DJENNO-OKOUMBA (Gabon), Président du Comité des candidatures :
Madame la Présidente, Mesdames et Messieurs les délégués, le rapport que vous avez devant vous
(document 30 C/72) rend compte des propositions du Comité des candidatures concernant la composition des
comités, des commissions et d'autres organes subsidiaires de la Conférence générale, telles qu'elles se présentent
à l'issue des élections qui ont eu lieu le jeudi 11 novembre.
5.2 Madame la Présidente, permettez-moi tout d'abord de souligner la coopération continue et efficace qui
s'est instaurée entre les membres du Comité et leur président tout au long de ces trois semaines, et en particulier
pendant les huit séances de travail que nous avons consacrées à l'examen des points inscrits à notre ordre du jour,
