Biography
Leonardo Beltran Rodriguez, Deputy Secretary for Planning and Energy Transition,
holds a Master’s in Public Administration in International Development from
Harvard Kennedy School.
He also holds a Bachelor of Science in Economics from the Instituto Tecnológico
Autónomo de México (ITAM), and studied Law at the Faculty of Law at the
Universidad Nacional Autónoma de México (UNAM).
From 2005 to 2012, he joined the Secretariat of Energy (SENER), as Director of
International Negotiations and Director General of Information and Energy Studies.
He also worked as a consultant for the Inter-American Development Bank, the
World Bank, the Organisation for Economic Co-operation and Development and
the United Nations Industrial Development Organization.
Before his Presidential appointment as Deputy Secretary for Planning and Energy
Transition in December of 2012, he collaborated in the International Affairs
coordination division with the campaign and governmental transition team of
President Enrique Peña Nieto.
