A uniform orientation rule must be used when this is broken down:<br />

– if phases <strong>of</strong> the project are in the foreground<br />

– level 1 is task-oriented<br />

– level 2 is object-oriented<br />

– if various system parts lead to various tasks<br />

– level 1 is object-oriented<br />

– level 2 is task-oriented<br />

Detailed work packet descriptions are required to estimate the expected effort. In order to show<br />

the project breakdown at the lowest level (Fig. 16-18, level 2) <strong>and</strong> to give this to the responsible<br />

employees, these must then be defined in a work packet description.<br />

Description <strong>of</strong> a work packet<br />

A work packet describes a coherent process within the project which can be accomplished by a<br />

single person or organizational unit with a defined result <strong>and</strong> effort. In a normal case, this has to<br />

do with creating tasks which consist <strong>of</strong> individual elements, but need not be perceived in toto by<br />

the project manager, but rather can be h<strong>and</strong>led as a "packet." The scope <strong>of</strong> a work packet should<br />

contain between 20 <strong>and</strong> 100 person-days, as shown by experience.<br />

For each sub-structure in a project breakdown, therefore for each work packet <strong>and</strong> each project<br />

section, the following points should be documented in writing:
