2.3.3 CHANGE MANAGEMENT<br />

Inevitable changes take place during project implementation (changes: changes in project con-<br />

tents, goals, deadlines or budgets). These must be incorporated with as little change as possible<br />

in the framework conditions (comparison: project <strong>management</strong> magic triangle). Fig. 32 shows the<br />

course <strong>of</strong> a change <strong>management</strong> procedure which must be carried out for every desired change.<br />

Every desired change (change request) is entered into a change <strong>management</strong> list which gives<br />

the project manager an overview <strong>of</strong> all entered change requests <strong>and</strong> their status. The project<br />

manager can use an Open Item List (OIL) for this. The type to be used is, therefore, "change." If<br />

the project manager is able to implement the change request without changing the project frame-<br />

work, then they can directly approve these slight changes. Should major changes be necessary<br />

which require changes in the framework conditions, the change request is to be referred to the<br />

decision-making committee or client. This committee must then decide within an appropriate<br />

period <strong>of</strong> time on the implementation <strong>of</strong> the change request. After the decision is made (change<br />

order or refusal) by the decision-making committee or client or the project manager, the project<br />

manager informs the creator <strong>of</strong> the change request, the members <strong>of</strong> the project team <strong>and</strong>, if ap-<br />

plicable, a representative <strong>of</strong> the client.The project manager makes an appropriate entry into the
