2.2.4 DEPLOYMENT OF STAFF PLANNING<br />

In the next planning step the employees are asigned to individual activities <strong>of</strong> the schedule ac-<br />

cording to the relevant qualifi cations. This activity should be carried out by the project manager in<br />

close collaboration with the members <strong>of</strong> his core team, as they have the best knowledge <strong>of</strong> which<br />

local resources are available.<br />

Personnel deployment planning is done at the operational level. The project manager must ex-<br />

amine the availability <strong>of</strong> the individual employees <strong>and</strong> gather the approval <strong>of</strong> their line managers<br />

in this classifi cation.<br />

When planning deployment <strong>of</strong> workers, they must also consider that the workers may have limited<br />

availability due to vacation, training, other tasks which need to be carried out or illness.<br />

Furthermore, they must consider that not all the activities required for the project (e.g. activities<br />

for project <strong>management</strong>, agreement, resource acquisition, etc.) can be planned in a process.<br />

In order to correctly consider the effort required in the worker deployment plan, the whole capacity<br />

<strong>of</strong> an employee must be appropriately reduced. In general, one should assume an availability <strong>of</strong> a<br />

maximum <strong>of</strong> 80% <strong>of</strong> the work time. Where appropriate, if there is a shortage <strong>of</strong> (internal or exter-<br />

nal) staff availability, the process must be revised <strong>and</strong> schedules should be adapted.<br />

Estimates <strong>of</strong> costs, duration <strong>and</strong> employee deployment in all work packets <strong>and</strong> activities form the<br />

basis <strong>of</strong> budgeting. The project budget <strong>and</strong> respective project sections <strong>and</strong> work packet costs can<br />

be determined in accordance with the project breakdown.<br />
