IMPORTANT PROCEDURES AND FUNCTIONS 1004 Every step in the Security Programme is required to be streamlined and guide lines are laid down to serve as check list. In the excitement or in the heat of the moment or due to oversight certain important factors may be omitted which may leave lacunae affecting later developments. Hence, it is necessary that procedures should be laid down to enable a member of Security Staff to carry out duties efficiently and effectively. The line of action in each situation, when laid down, will ensure the responsibility which each one is expected to shoulder. It will also be possible to pinpoint the responsibility specifically. Nevertheless, the responsibility devolves on one who is on the spot and who faces the problem to deal with the same appropriately.
In the following pages, procedures have been laid down to serve as guidelines. These procedures cannot be treated as exhaustive, since it is not possible to envisage peculiar circumstances which may develop in the particular case. It will therefore, rest on the person present to deal with the unforeseen circumstances with ingenuity and tact. 1. Attempt of theft – Procedure : If a Security Guard finds some attempt of smuggling out material, they should not get excited nor should they discuss the same with other Security Guard or other staff members. In such cases the person who would have tried to take away the material would get alerted and hence he would not be caught. The correct procedure would be to – I Action by S/Guard and Havaldar or ASI : 1005 i) Inform secretly the Havaldar immediately who should make necessary arrangements for nabbing the person. Except Havaldar no other S/Guard should be informed for the sake of secrecy. However, if the Havaldar feels that he should alert some other S/Guard at a particular point he may do so. But none of these S/Guard should give any hint to any other person; ii) If any material is suspected to have been placed in a place from where it is likely to be smuggled out, the S/Guard who notices this and the Havaldar should keep a watch, unseen by others and catch the person in the very act; iii) Even after the person is caught they should not discuss or say anything to any person;
