petrol issued to officers on personal requisitions. All details of such
personal requisitions are incorporated in a computerized statement.
The O.B. Section prepares recovery advices for
effecting recoveries from salaries on the strength of these computerized
statements and personal requisitions.
Audit staff check the Petrol Issue Register, personal requisitions and
the computerized statement to ascertain that correct recoveries are
effected every month from all officers concerned, and also checks the
statement of free quota of petrol to be refunded to ‘A’ & ‘B’ grade
officers. Any omission is pointed out to the Materials Management
Department for necessary action.
6.8.7 Sale of scrap and other material sold to merchants:
Scrap materials such as cables, lead, copper, empty oil drums, drums
with dirty oil, gunny bags, bus tyres, tubes, flaps, etc. are credited by
departments carrying out R & M works. In addition, assets to be
scrapped in view of their having outlived their utility like buses,
transformers and serviceable but obsolete materials are credited to
Materials Management after obtaining sanction of the Committee.
The Materials Management Department takes further action for
disposal of such scrap materials credited. Usually, for materials
credited throughout the year and for which prices are not subject to
large fluctuations such as Tyres, drums, etc. annual tenders are
invited for the total approximate quantity expected to accumulate. As
and when a sizeable quantity is available, intimation of the same is
given to the contractor to lift the respective materials.
This Procedure is now really followed and these materials along with
other materials are generally disposed off through auctions conducted
by an auctioneer appointed for the purpose. For materials that are to
