Abstract<br />

Wikileaks arises quite some questions about the way public institutions will <strong>de</strong>al in future with their<br />

Public Relations in the 2.0 context. A large number of studies uphold e-governm<strong>en</strong>t will b<strong>en</strong>efit<br />

institutions, <strong>de</strong>spite the chall<strong>en</strong>ge it <strong>en</strong>tails, and brings about a lot more accessibility and proximity to<br />

their stakehol<strong>de</strong>rs, based on conversation and dialog with them. However, Assange consi<strong>de</strong>rs<br />

organisations, corporations and institutions as basically conspirative elem<strong>en</strong>ts, searching only their<br />

own illegitimate profit. He tries to attack that power structures on the basis that their own<br />

complexity will force them to mantain a high transversal level of information and, if leaks provi<strong>de</strong> the<br />

<strong>en</strong>tire socity access to relevant and s<strong>en</strong>sible information, his initiative will lead organisations to<br />

restrict that information flor in a drastic way, so they will finally collapse. Consi<strong>de</strong>ring it is<br />

commonly accept it is the Internet what gives virality to messages, Wikileaks has chos<strong>en</strong> an inedit<br />

strategy, reaching agreem<strong>en</strong>ts with relevant media, owners of pre-digital newspapers (and their online<br />

versions) to process the leaked information and give it legitimacy. The champion of transpar<strong>en</strong>cy<br />

in the Net has clearly restricted access to information to the rest of media, untill it´s be<strong>en</strong> published<br />

by those he has an agreem<strong>en</strong>t with.<br />

Introducción<br />

Esta investigación se c<strong>en</strong>tra <strong>en</strong> el estudio <strong>de</strong>l caso Wikileaks, con qué fines surge, cómo<br />

evoluciona <strong>en</strong> varias etapa difer<strong>en</strong>ciadas y finalm<strong>en</strong>te eclosiona, <strong>en</strong> una estrategia combinada<br />

<strong>en</strong>tre medios tradicionales, webs y re<strong>de</strong>s sociales. Veremos la posibilidad <strong>de</strong>l nacimi<strong>en</strong>to <strong>de</strong><br />

organizaciones parecidas e int<strong>en</strong>taremos dilucidar qué riesgos comporta para las <strong>Relaciones</strong><br />

<strong>Públicas</strong> <strong>de</strong> las Instituciones y organizaciones.<br />
