Rafał Chałoński, A report on the condition of non-public archive resources within the jurisdiction
of the State Archive in Kielce. The report on the condition of the non-public archive resources
within the jurisdiction of the State Archive in Kielce is preceded by a description of the archive law
governing the non-public archive resources, that is the Archival Act and the Regulation of the Minister
of Culture dated 16 Sept 2002. The report’s main part consists in a detailed analysis of the condition
of the non-public archive resources within the jurisdiction of the Kielce archive, focusing on the following
issues: chancellery and archival standards or their equivalents, records in archives, making
documentation available, the disposal of non-archival documentation, personnel and characteristics
of archives at non-public entities and characteristics of non-public archival resources. Conclusions
are drawn regarding, inter alia, interdependencies between chancellery and archival provisions applied
by non-public entities and their presence in the resources of archive material, the issue of the
return to the register of non-public archive resources or the introduction of indirect supervision over
the resources.

territoriale des Archives d’État à Kielce. Rapport sur l’état du fonds d’archives non étatique
dans les limites de la compétence territoriale des Archives d’État à Kielce précède une présentation
des dispositions du droit sur les archives concernant le fonds d’archives non etatique, c’est à dire la
Loi sur les archives et l’ordonnance du Ministre de la Culture du 16 IX 2002. La partie principale du
rapport est une analyse détaillée de l’état du fonds d’archives dans les limites de la compétence territoriale
des Archives d’État à Kielce. On y aborde les sujets suivants : actes normatifs de chancellerie
et d’archives ou leurs équivalents, liste inventaire dans les archives, mise à disposition des documents,
tri de la documentation sans valeur archivistique, personnel et caractéristique des archives dans les
entités non étatiques et caractéristique d’un fonds d’archives non étatique. Le texte se termine par
des conclusions relatives aux liens d’interdépendance entre les dispositions de chancellerie et celles
d’archives qui étaient en vigueur dans les entités non étatiques, et à leur incidence dans les fonds des
documents d’archives, à la question du retour au registre du fonds d’archives non etatique, ou à la mise
en œuvre des procédés de surveillance indirecte de ce fonds.

подведомственной Государственному Архиву в Кельцах. Обзору состояния негосударственного
архивного фонда на территории, подведомственной Государственному Архиву в Кельцах, предшествует
обсуждение положений архивных законоположений, касающихся негосударственного
архивного фонда, то есть архивного закона, а также Распоряжения Министра культуры от 16 IX
2002 г. Главную часть обзора представляет подробный анализ состояния негосударственного
архивного фонда на территории компетенции келецкого архива, проведенный по следующим
аспектам: канцелярские и архивные нормативы или их аналоги, учет в архивах, предоставление
документации, отбраковка неархивной документации, персонал и характеристика архивов
в негосударственных субъектах, характеристика негосударственного архивного фонда. Статью
завершают выводы, касающиеся, в частности, связи между канцелярскими и архивными нормативами,
применяемыми в негосударственных субъектах, и наличием в их ресурсах архивных
материалов, аспекта возвращения к реестру негосударственного архивного фонда или введения
косвенного надзора над этим фондом.
