Effectiveness of Solid Waste Management System in Local Government:
The Case of Kajang Municipal Council (MPKj)

Most developing countries such as Malaysia face problems with the generation of solid
waste. This issue is also a big challenge to the Local Authorities (PBTs) or the Municipal
Council. Recycling is an approach used to reduce the quantity of solid waste disposed.
However, the rate of recycling in Malaysia is still low compared to other developed
countries such as Germany, South Korea, Slovenia, Austria, Belgium, Switzerland,
Sweden, Nertherlands, Luxembourg and Iceland. Simple and comfortable recycling
systems can improve recycling practices amongst the community. This study will look
at the role of MPKj in managing solid waste, the level of satisfaction of Town House
housing residents in solid waste management and MPKj’s future planning in
sustainable management of solid waste. The method to be used to answer this
question is quantitative and qualitative. Each elment plays an important role either at
the community level or at local authority. The findings show that there is a high level
of satisfaction and future planning in the effectiveness of solid waste management
system in Local Authorities: the case of Kajang Municipal Council (MPKj). Therefore,
every plan should also take into consideration the aspects of the environment and the
human being so that these two aspects are not tampered with.
