Transboundary Haze Pollution: The policy in Malaysia<br />

This research discusses issues related to air quality caused by transboundary haze<br />

pollution. Transboundary haze pollution is a global concern that seems to be an annual<br />

phenomenon particularly in the ASEAN region. Despite of the regional effort was<br />

introduced by the ASEAN which is Asean Agreement Transboundary Haze Pollution to<br />

solve the problem, the results are not so convincing. It requires every country to take<br />

action plan at national level. Thus, this research aimed to examine what are the<br />

existing policy used by Malaysia to tackle transboundary haze pollution and to examine<br />

the effectiveness of that policy. Using a qualitative methodology, the data of this<br />

research was obtained through secondary sources and semi-structured interview with<br />

the respondents who are involved with the making and enforcing the policy like<br />

Department Of Environment, Ministry of Foreign Affair, Natural Resource Environment<br />

and Embassy of The Republic of Indonesia. Documentary and content analysis was<br />

used to analyse the secondary sources in order to identify the existing policy used by<br />

Malaysia. SWOT analysis was used to examine the effectiveness of the existing policy<br />

in Malaysia and to recommend alternative solution to solve the issue of transboundary<br />

haze pollution. The finding of this research shows that other than Asean<br />

Transboundary Haze Pollution (AATHP), Malaysia has entered into several regional<br />

programmes with Indonesia which was aimed at reducing the cause of haze pollution.<br />

At national level, Malaysia has relied on Environmental Act 1974 as the main<br />

instrument to protect haze pollution.<br />
