contracting authorities to refer to European Standards or other common technical<br />

specifications in tender documentation. As views of the implications of these obligations<br />

were not unanimous, it was agreed that the outgoing Danish and the incoming British<br />

chairmanships jointly should prepare a discussion paper with a view to a renewed discussion<br />

at the first meeting under the British chairmanship.<br />

= The Conditions for Use of "Framework Agreements" under the Public Sector Procurement<br />

Directives<br />

At the February meeting, a discussion, also based on experience from a concrete case in<br />

Denmark, of the conditions for use of "framework agreements" under the public sector<br />

("classical") procurement directives was likewise foreseen, but had to be reported due to<br />

time constraints. It is envisaged that a discusssion of this subject will take place at the first<br />

meeting during the British chiarmanship.<br />

Information Activities<br />

As participation in the Pilot Project remains open to non-participating Member States, and<br />

because it has been felt that it is important to spread information on project activities also in<br />

wider circles, it has been decided to hold information meetings at regular intervals with<br />

"outsiders", not only non-participating EU Member States, but also third countries members<br />

of the EEA (Norway, Iceland), other third countries having expressed their interest in the<br />

project (Switzerland, Poland and the Czech Republic) and interested associations,<br />

organisations etc. from European business and from the public purchaser side.<br />

The first information meeting with non-participants was held in Copenhagen on 9 February<br />

1999. At that meeting, the Pilot Project, its background and purpose, the activities<br />

undertaken within the framework of the project, the expectations attached thereto and the<br />

activities envisaged to inform non-participants were presented. An outline of the five<br />

elements of the work programme adopted for the project was likewise given. It was also in<br />

particular mentioned that plans were well underway to make information on the Pilot Project<br />

available on the Commission´s SIMAP web-site, and a demonstration of how this could<br />

materialise was made. All participants at the information meeting welcomed the project, and<br />

several of them declared themselves willing to cooperate on problem solution with project<br />

participants. Questions were also raised as to the possibility to obtain observer status in the<br />

Steering Committee. This will be addressed at the next meeting of the committee (the first<br />

meeting during the British chairmanship). It is also the intention of the incoming British<br />

chairmanship to arrange an information meeting with wider participation in September<br />

1999.<br />

From the mid of March information on the Pilot Project and all relevant documents have<br />

been available on the Commission's SIMAP web-site.<br />
