Signaling Link State Test (#1251)
The circuit pack is not administered.
1. Administer the circuit pack.
2. Run test #53.
3. If the test continues to return NO BOARD, escalate the
problem.

This test checks the current state of the signaling link. The test looks at the board-level
translations, checks that the board is physically inserted, then gets the state of the D-chel and
service state of the port.
The test passes if the signaling link (D-chel) is connected and operating normally. The test fails
if the board is not installed, the signaling link is disconnected, or if the port is out of service. The
test aborts otherwise.
This test runs on TBRI-TRK (ISDN Trunk-Side BRI Chel).
